The International Organization for Migration (IOM) - Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

We are recruiting to fill the position below:

Job Title: Project Officer (Capacity Building and Camp Management)

Location:
Miduguri, Borno
Classification: Professional Staff, Grade P3
Type of Appointment: Special short-term graded, Six months with possibility of extension
Estimated Start Date: As soon as possible

Context
  • North-East Nigeria has witnessed an increase in violence since the beginning of 2015, causing a major humanitarian crisis. As a consequence, almost 2 million individuals are currently displaced, with the highest number of displacements taking place in Borno, Yobe, Gombe and Adamawa States. Almost 40% of the displaced population are living in overpopulated IDP sites and are in desperate need of basic humanitarian assistance including Shelter, Food and non-Food Items, Water, Sanitation and Hygiene (WASH) services and facilities. In light of the emerging crisis, IOM scaled up its Camp Coordination and Camp Management (CCCM)
  • activities and is currently providing camp management support in more than 120 sites in almost all accessible areas in Borno state, in addition to some areas in Adamawa. Under the overall supervision of the Head of Sub-Office/Emergency Coordinator, and the direct supervision of the Project Officer (Camp and Displacement Management), the successful candidate will contribute to the strengthening of the IOM camp management programme in North East Nigeria through: a) the direct supervision, training and mentoring of field camp management staff; and b) organizing technical trainings and workshops to enhance the capacity of local counterparts in Maiduguri and deep field locations.
Core Functions / Responsibilities
  • Conduct, in close collaboration with the National Emergency Management Agency (NEMA), the State Emergency Management Agencies (SEMA) and relevant government authorities, learning assessments of government authorities and partners at national and state levels.
  • Liaise with national and state authorities, programme partners, civil society, the international community and donors to develop, a capacity-building strategy as well as the corresponding emergency-related training programmes and materials on disaster and displacement management, aid and site maintenance.
  • Plan and coordinate the delivery of workshops and trainings.
  • Provide advice and technical assistance on different aspects of the training programme to the government's counterparts and cluster/sector partners.
  • Plan and organize the staff development and trainings for the IOM emergency related programmes.
  • Gather, assess and compile training materials and facilitate the regular exchange of information within and between all authorities involved in emergency preparedness and response.
  • Supervise IOM camp management field teams daily and support them to better coordinate the delivery of multi-sectoral services leading to improved living standards in the camps.
  • Represent the IOM camp management programme in CCCM Sector working group (SWG),Community Engagement SWGs, technical working groups as well as other coordination mechanisms as required; liaise with Displacement Tracking Matrix (DTM) and other teams within IOM to ensure consistent messaging and representation
  • Strengthen capacity of camp committees whose members are representatives of the camp population, with a specific technical or cross-cutting sector focus and cutting across agencies:Protection, Shelter, Water, Sanitation and Hygiene (WASH), etc. and encouraging that representation considers persons with special needs - the elderly, youth, people with disability,etc.
  • Contribute to development of the capacity of camp leaders, committee members and interest groups through training, focus group discussions, peer sessions and dialogue sessions to better self-identify gaps, needs and assistance regarding humanitarian services.
  • Contribute to ensuring that camp management two-way feedback procedures and complaints mechanisms are in place, and forums are developed for the camp population to contribute and be listened to.
  • Identify and make recommendations to ensure gaps in assistance to beneficiaries are filled, and guide field teams to avoid duplication of activities by conducting regular and systematic monitoring of service delivery in the camps, drawing the attention of stakeholders and partners to overarching needs.
  • Provide information and guidance in identification and formalization of roles and responsibilities between agencies providing services in the camps as a crucial function to addressing gaps and helping to avoid misunderstandings.
  • Guide field teams in establishing and maintaining up to date camp population databases that reflect births, deaths, arrivals, departures and other fluctuations in the population.
  • Produce regular reports on the implementation of IOM camp management activities; reporting on constraints and advising on future programs' developments.
  • Undertake duty travel to ensure the smooth implementation of all the tasks mentionedabove.
  • Perform such other duties as may be assigned.
Required Qualifications and Experience
Education:
  • Master’s degree in International Affairs, Development Studies or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.
Experience:
  • Experience in a Camp Coordination and Camp Management related field, particularly Emergency Response and Disaster Management; preferably in the African region;
  • Possession of Camp Coordination and Camp Management Training of Trainers (ToT) certification will be highly advantageous as well as Camp Management capacity building experience;
  • Extensive field experience in Operations, programme development, implementation and Evaluation, preferably in natural disaster or post conflict situations;
  • Experience in post-conflict/emergency zones and in working in a high-risk environment, project management and administrative and financial management (previous experience with IOM an advantage);
  • Experience in liaising with governmental authorities and local communities, as well as national, and international institutions Preferably within the United Nationals Common System and the International Humanitarian Field;
  • Strong organizational and editorial skills;
  • Ability to timely understand the Organization’s structure and portfolios;
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;
  • Proven ability to produce quality work accurately and concisely according to set deadlines;
  • Practical experience of how to multi-task, prioritize and work independently.
Languages:
  • Fluency in English is required. Working knowledge of French and/or Spanish is an advantage.
