Job Title: International Consultant Child Protection in Emergencies Coordinator

Purpose of the Assignment
  • In the course of 2014 and early 2015, Jama'atu Ahlis Sunna Lidda'awati wal-Jihad (JAS), more commonly as Boko Haram intensified its attacks on the civilian population in Nigeria, with tactics developing from hit-and-run attacks, to hit-and-hold attacks in which JAS managed to establish and maintain control over large swaths of territory.
  • While in late 2015 and 2016 the Nigerian Armed Forces took back most JAS controlled areas, the fighting caused additional mass displacement, especially in Borno State.
  • The child protection needs in the North East are complex and enormous. The number of actors working on child protection has expanded, however, the child protection needs far outstrip the capacities and resources of government and non-government actors and there is a risk of duplication of activities.
  • The purpose of this consultancy is to ensure effective coordination amongst child protection actors engaged in the humanitarian crisis in North East Nigeria, to increase the numbers reached and coverage by the child protection sector, to enhance the quality of services delivered, to improve the quality of information and data on the child protection sub sector achievements and to ensure the sector is able to effectively convey messaging on child protection issues and the sub sector's impact.
  • The consultant will contribute to fulfilling UNICEF's responsibility to support sub sector coordination for child protection sub sector. The consultant will work closely government and non-government child protection actors to ensure effective coordination, with the Federal and State co-chairs to enhance their capacity to lead the child protection sub working groups and with UNHCR and UNFPA to ensure strong linkages with the Protection Sector Working Group and the GBV sub working group. The consultancy will be based in Abuja with frequent travel to Borno, Adamawa and Yobe.
  • The consultancy is funded by the European Union under the Promoting Women's Engagement in Peace and Security in Northern Nigeria, implemented by UN Women in collaboration with UNICEF.
Assignment Tasks
  • Strengthen coordination amongst child protection actors and with SGBV and protection actors in the North East for the child protection in emergencies response
  • Provide training to Child Protection Sub Working Group members on CPiE minimum standards and coordination
  • Carry out an assessment of capacity and functioning of Federal and State Child Protection sub Working Groups
  • Support the implementation of the 2016 Humanitarian Response Plan by the child protection sub sector and support the sub sector to undertake a needs assessment and develop its strategy for 2017
  • Ensure effective messaging for the child protection sub sector to raise awareness on the needs and impact of sub sector interventions
Expected Deliverables
  • Federal and State level Child Protection sub Working Groups have TORs, mapping tools, tools for gaps/needs analysis and reporting tools on activity implementation
  • Assessment of capacity and functioning of Federal and State Child Protection sub Working Groups
  • 2016 and 2017 strategies for the implementation of the Humanitarian Response Plans in place for Federal and State Child Protection sub Working Groups
  • Fact sheets for the Child Protection sub Working Group produced targeting donors
  • Accurate, disaggregated monthly data available on child protection in emergencies
  • Training materials and reports for capacity building of child protection actors on CPiE, minimum standards and coordination
  • Robust child protection sub sector inputs to the HNO and HRP
  • Inputs to the monthly SitRep and donor reports
  • Monthly work plans and reports on progress
Final consultancy report, including recommendations for next steps

Qualifications of Successful Candidate

Education:
  • Master's degree Social Science, Social Work, Social Development, Child Development or related field or, in lieu of a Masters, a minimum of ten years of relevant experience, preferably with UN or NGOs at national or international level
Years of relevant experience:
  • Minimum of eight years' experience in emergency programming, protection programming and/or child protection programming, with at least two years focused on child protection in emergencies
  • Experience of leading coordination mechanisms in emergency situations
Competencies of Successful Candidate:
  • Excellent interpersonal skills
  • Ability to work independently in the field
  • Fluency in English and excellent communication skills
