Resolve to Save Lives (RTSL) is a global health organization that aims to save millions of lives by reducing preventable deaths from cardiovascular disease and preventing infectious disease epidemics. Since September 2017, the Prevent Epidemics team at RTSL has been working closely with governments, the World Health Organization, the World Bank, and academic and other partners to strengthen national capacity to prevent, detect and respond to epidemic threats. Some key initiatives include Program Management for Epidemic Preparedness (PMEP) to grow institutional leadership and management capabilities and 7-1-7 to establish a global goal for early detection and response.

Job Title: Principal Advisor, Hypertension Control Policy

Position Purpose
The Principal Advisor, Hypertension Control Policy, is a key member of the Cardiovascular Health (CVH) team, supporting the CVH program's core goals of improving population hypertension control.
This position is a key advisor on policy actions to scale up hypertension programs in priority countries and leads the development and execution of RTSL's global strategy for increasing access to medicines and blood pressure monitoring devices.
Under the supervision of the Director for Global Hypertension Control, the incumbent works to optimize RTSL's strategy from both the demand and supply sides, advocating for enhanced prioritization and financing to support the national scale-up of effective hypertension treatment.
The role also involves close collaboration with in-country and global partners focused on hypertension control policy development, advocacy, and coordination with the Legal Public Health Director on any legal or regulatory activities.
The Principal Advisor, Hypertension Control Policy is also responsible for supervising a Senior Technical Advisor, Medicines Access..
Core Responsibilities
This position will perform duties and responsibilities such as but not limited to the following:
Lead the development, implementation, and monitoring of policies and strategies to strengthen hypertension control, focusing on improving access to medicines, including medicine pricing policies, procurement strategies, and global market dynamics.
Undertake mapping and analyses of global and country-level political landscapes to identify opportunities for advancing hypertension control policies and programs.
Provide strategic leadership in positioning RTSL as a global advocate for improved access to hypertension care.
Build and strengthen partnerships with governments, international organizations, civil society organizations, nongovernmental organizations, patient groups, donors, and industry leaders to enhance access to hypertension medicines and blood pressure monitoring devices.
Contribute to the development and submission of grant proposals to secure funding for hypertension control programs.
Recruit, manage, mentor, and coach a team of experts to advance RTSL's medicine access initiatives, ensuring alignment with organizational priorities.
Provide strategic and technical guidance on designing, implementing, and evaluating programs that address barriers to medicine access, including cost, supply chain inefficiencies, and regulatory challenges.
Establish, track, and assess program goals, objectives, and key performance indicators (KPIs) for medicines and device access in alignment with RTSL's strategic priorities related to hypertension control.
Oversee the development of internal and external communications to showcase program achievements and progress in medicine and BPMD access.
Represent RTSL at key international forums.
Qualifications
Education:
A Master's Degree in public health, pharmacy, public policy, economics, or related field
Experience:
At least 15 years of relevant experience working in global public health
At least 5 years working on policy development and advocacy in low- and middle-income countries
Experience engaging with governments and international organizations at a senior level
Proven track record shaping national and global policies related to essential medicine access or health system financing
Demonstrated experience in fundraising and donor engagement
Skills & abilities:
Proven track record managing large, complex public health programs and partnerships
Expertise in policy, market shaping, supplier engagement, and supply chain management
Excellent written and verbal communication skills in English
Ability to conduct landscape analyses and use the results to develop effective policy advocacy plans and materials
Excellent skills in building and maintaining relationships across government agencies, regulatory bodies, civil society organizations, and multilateral institutions
Ability to develop high-quality tools and materials
People management skills, with the ability to support, motivate and inspire others
Teaching, coaching and mentoring skills to support the capacity strengthening of staff and partners
High degree of initiative, adaptability, problem-solving skills, and creativity

Preferred Qualifications:
MD or PhD in public health, pharmacy, public policy, economics, or related field.
