The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH (German Agency for International Cooperation) is an international enterprise owned by the German Federal government, operating in many fields across more than 130 countries.
In Nigeria, GIZ's portfolio includes among others, a programme to support the Economic Community of West African States (ECOWAS) in its regional integration goals. The programme aims to strengthen sector-specific capacities in the areas of Peace and Security, Customs and Trade as weir as Strategic Management and Organizational Development in the ECOWAS Commission.
The Project
ECOWAS Fund for Regional Stabilization and Development (FRSD):
The "TC-Fund for Regional Stabilisation and Development in Fragile Regions in ECOWAS Member States" is financed by the Federal Ministry for Development and Cooperation (BMZ) and implemented in cooperation with the Kreditanstalt für Wiederaufbau (KfW) in selected ECOWAS member states.
The project advises the ECOWAS Commission on the establishment of a fund as a sustainable instrument for shaping social and economic stabilisation processes in the region and has been piloting a measure in The Gambia since 2019.
The ECOWAS Stabilisation Fund has two funding windows for financial (FC) and technical cooperation (TC) tasks in the form of a joint political governance structure (ECOWAS Commission, BMZ). Together with the partner, the programme examines needs to improve the employment and income situation of young people and strengthen social cohesion in Guinea-Bissau, Niger and Mali. Selected projects will be implemented in the TC funding window by national implementation partners from 2022.
Responsibilities & Tasks
Responsibilities:
The Advisor is responsible for:
Planning and carrying out events in FRSD implementation countries
Supporting the preparation of different FMU communication material, including the drafting of speeches, GIZ internal articles, event summary reports, and other event-related material
Contributing to innovation and knowledge management within FRSD
Tasks:
Planning and Implementing Project Activities:
Takes the lead in planning and steering activities within the mandate of the FRSD FMU team. This includes, among other things:
Drafting concept notes for activities and setting up and monitoring service contracts, including preparing Terms of References (TORs) and other tender documents
Steering and assisting local, regional, and international experts and service providers
Actively supports the planning of political events, preparing and holding presentations when the need arises
Performs other duties and tasks to support the Head of Component, and in their absence, the Head of Programme.
Coordination Tasks:
Liaises and cooperates with ECOWAS staff (where necessary), contractors and experts respectively to assure oversight, completion and due diligence of activities
Compiles the relevant information for joint activities and assignments with the FMU Component of the TC Window of the FRSD
Coordinates with the communications specialist in the Team as well as Members of the Implementation Component of the TC Window of the FRSD to ensure cooperation and the smooth implementation of activities
General Obligations:
Is familiar with GIZ planning, implementation and reporting procedures
Is familiar with other program components and GIZ-assisted measures, concepts and status of implementation and knows the corresponding experts and staff
Represents the interest of the GIZ-assisted measure and always acts on its behalf
Required Qualifications, Competences, and Experience
Qualifications:
University Degree in Development Studies, Social or Economic Sciences, Business Administration or Media and Communication
Professional proficiency in English and French (spoken and written)
Professional Experience:
Minimum 5 years’ professional experience in a comparable position
Experience in planning and carrying out events
Experience and knowledge of GIZ´s main modes of delivery is desired
Work experience with GIZ-conducted contracting procedures and instruments (especially Service Contracts) and experience in contracting with GIZ HQ is an asset.
Other Knowledge, Additional Competences:
Very good working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office, PowerPoint, Excel)
Strong managerial and organisational competence
Willingness to travel to countries of implementation.
Salary
According to GIZ Salary Scale for Band 4.
