The University of Cross River State (UNICROSS) was established under Bill No. 9 of 2002 amended as Bill No. 6 of 2004, law No. 20 of 2008 and Law No 2 of 2020. The vision of the University is "to be a Centre of Excellence in Technology with highly qualified Staff and excellent Teaching and Research Facilities for production of Graduates that can compete with their peers anywhere in the world". Its mission is "to produce well-trained graduates and researchers equipped for active participation in socio- economic development"

Responsibilities
The Vice-Chancellor of University of Cross River State is the Chief Executive Officer and Academic Officer of the University, Chairman of Senate, Congregation, Convocation and Member of the Governing Council.
Among other functions: The Vice-Chancellor shall:
Advise the Council on any matter affecting the Policy, Finance and Administration of the University.
Be responsible to the Council for maintaining the efficiency and good order of the University and for ensuring discipline for the proper enforcement of the ordinances and regulations.
Regulate admissions of students, subject to guidelines and procedures approved by Senate.
Undertake any other duties that will promote the growth and development of the University in a conducive atmosphere.
Requirements
The Candidate for the post of Vice Chancellor of UNICROSS should possess the following:
The Candidate should be a full Professor of not less than seven (7) years at that rank in a recognized University, with the ability to provide academic and administrative leadership in the University.
The Professor should have extensive international repute and linkage
Should be one with high scholastic and academic credential who must have outstanding accomplishments in academic and public life in general.
Should be one who is likely to command the respect and loyalty of Members of Staff, Students and Community Neighbours of the University.
Must have a minimum of twenty-five (25) scholarly publications in reputable journals as at the time of appointment as a Professor.
Candidates must be below sixty-five (65) years of age on assumption of duty.
Salary and Conditions of Service
The Salary and Conditions of Service are as applicable to the post of Vice-Chancellor in Nigerian Universities and as determined by Government from time to time.
The Vice-Chancellor shall be appointed for a five year single term of office.
