Job Title: Health, Safety, Security, Environmental and Quality (HSSEQ) Officer

Job Summary
We are seeking an experienced HSSEQ with 5+ years of experience in the oil and gas industry to oversee Health, Safety, Security, Environmental and Quality Management (HSSEQ) compliance across operations.
The ideal candidate will be responsible for implementing HSSE policies, conducting risk assessments, and ensuring compliance with industry regulations and best practices to maintain a safe and sustainable work environment.
Key Responsibilities
Develop, implement, and maintain HSSEQ plans, policies, and procedures in line with ISO 45001, ISO 14001, and ISO 9001 standards.
Principal Accountabilities:
Ensure compliance with HSSEQ regulations and industry standards.
Drive continuous improvement in workplace safety and environmental performance.
Lead HSSEQ training, awareness programs, and emergency response initiatives.
Conduct and oversee HSSEQ audits, risk assessments, and incident investigations.
Monitor contractor compliance with safety regulations and project requirements.
Qualifications & Requirements
Bachelor’s Degree in Engineering, Environmental Sciences, Safety Management, or a related field.
Minimum 5 years of relevant experience in HSSEQ roles within the energy, oil & gas, or infrastructure sectors.
Professional certifications such as:
NEBOSH IGC
IOSH Managing Safely
First Aid Certification
ISO Lead Auditor (ISO 45001/14001/9001) is a strong advantage
Strong knowledge of HSSEQ tendering documentation and regulatory frameworks.
Proficient in conducting environmental assessments, audits, and preparing reports.
Excellent communication, interpersonal, and organizational skills.
Ability to work under pressure and adapt to dynamic project environments.
Conduct risk assessments, hazard analysis, and incident investigations, ensuring timely and effective corrective actions.
Coordinate HSSEQ training programs, including basic first aid, emergency response, and toolbox talks.
Support HSSEQ tendering by providing necessary documentation and compliance records.
Perform environmental impact assessments (EIA) and ensure adherence to environmental regulations.
Monitor operational activities to ensure full compliance with Occupational Safety Procedures (OSP) and industry best practices.
Engage with regulatory agencies, contractors, and internal teams to ensure HSSEQ targets are achieved.
Maintain documentation and records for audits and statutory inspections.
Facilitate the implementation of IOSH Managing Safely principles across teams and projects.
Technical / Leadership Skills:
Strong knowledge of HSEEQ regulations, environmental management systems, and industrial safety standards.
Proficiency in risk assessment, root cause analysis, and incident investigation methodologies.
Experience in emergency response planning, fire protection, and crisis management.
Understanding of permit-to-work (PTW) systems, hazard and operability (HAZOP) studies, and job safety analysis (JSA).
Familiarity with safety audits, HSSE reporting, and compliance monitoring.
Strong ability to lead multi-disciplinary teams and drive a culture of safety excellence.
Excellent stakeholder engagement and contractor management skills.
Key Skills:
Proficiency in MS Office (Excel, Word, PowerPoint) and HSSE management software.
Strong analytical and reporting skills for safety performance tracking.
Ability to communicate effectively with regulatory agencies, contractors, and employees.
High attention to detail and ability to enforce safety policies effectively.
