In order to sharply focus the objectives of the Ten-Year Strategy (2024 – 2033) and ensure greater developmental impact, five major areas (High 5s), all of which will accelerate our delivery for Africa, have been identified for scaling up, namely; energy, agribusiness, industrialisation, regional integration and improving the quality of life for the people of Africa.
The Hiring Complex
The Vice Presidency for Agriculture, Human, and Social Development (AHVP) is a Sector Complex focusing on two of the Bank’s High 5s priorities of “Feed Africa” and “Improve the Quality of Life for the People of Africa”.
The complex objectives are (i) to develop policy and strategy; (ii) provide deep sector expertise to the regions by gathering pools of experienced individuals who can be consulted to provide sector expertise on complex transactions; (iii) develop new financing instruments.
The Vice President will act as a spokesperson representing the Bank to external stakeholders on aspects of "Feed Africa" and "Improve the quality of life for the people of Africa".
The Hiring Department / Division
The Human Capital, Youth and Skills Development Department, within the Agriculture, Human and Social Development Complex, spearheads the achievement of the High 5s on “Improving the Quality of Life of People in Africa” and contributes to the other High 5s.
The department also coordinates the implementation of the Bank-wide Jobs for Youth in Africa Strategy.
It comprises four regional sector divisions in charge of Human Capital, Youth and Skills Development: (i) AHHD.1 which covers the East Africa Region, (ii) AHHD.2 which covers the Southern Africa Region, (iii) AHHD.3 which covers the countries within the Centre and North Africa regions.
This regional division is dedicated to building a project pipeline, lending and portfolio management for all social sectors (education, health, social protection, youth employment) in the countries of the West and Centre regions. It also coordinates client relations and partnerships in these countries.
Key Functions
Under the supervision of the Division Manager, the Operations Assistant will perform the following tasks:
Provide operational support to the Manager and Project Managers, for lending and non-lending operations.
Manage the Division’s electronic data archiving system.
Manage the Division's database and perform any data processing and analysis tasks as required.
Coordinate the preparation of the annual work programme.
Coordinate the preparation and monitoring of the quarterly mission programme.
Compile the database of the Division/Department portfolio (non-sovereign operations, complex projects, trust funds, special initiatives, co-financing).
Compile and present data on projects (managed by regional offices) and trust funds related to the sectors covered by the Division/Department.
Verify the accuracy and comprehensiveness of data in TFMS (Trust Fund Management System), SAP (System Applications and Products), BPPS (Bank-wide Programme Planning System) and SRAS (Strategic Resource Assessment Software).
Prepare and monitor the implementation of the administrative budget and determine/recommend the allocation of funds if necessary.
Support the recruitment of consultants, initiate the processing of contracts in SAP, prepare service orders, process payments and follow up with the relevant accounting and treasury units.
Prepare monthly, quarterly and annual reports on the management and performance of the Division’s activities.
Support the preparation of documents, briefing notes, spreadsheets and correspondence necessary for the management of work programmes and projects/programmes.
Selection Criteria(Qualifications, knowledge and experience)
Hold a minimum of a Bachelor's Degree in Public Administration, Management, Information Technology or a related field.
Possess at least four (4) years of progressively relevant experience in an international organization.
Possess a working knowledge of and experience with the systems (SAP / BPPS / ATRS / SRAS and TFMS) and the Operations Manual of the African Development Bank.
Possess the ability to work in a team and provide support to other team members as required.
Demonstrate high integrity and accountability in all aspects of portfolio management and programme implementation.
Show commitment to a professional work ethic: a sound understanding of the Bank's organizational functions and procedures, self-control and an exemplary personality.
Possess excellent organizational skills and able to communicate effectively in both written and spoken English and French, preferably with a good working knowledge of the other language.
Capacity to work under pressure in a dynamic international and multicultural environment;
Manage internal and external requests promptly and efficiently.
Show familiarity with administrative tasks.
Proficiency in standard Microsoft Office applications (Word, Excel, Access, PowerPoint). Knowledge of SAP is an asset.
