Green Concern for Development (GREENCODE) is a national non-governmental organization registered in Nigeria since 2007 and implementing a range of humanitarian and developmental programs in different parts of Nigeria. GREENCODE programs are in the areas of Nutrition, Protection (GBV) / Sexual and Reproductive Health, WASH, Shelte / NFI / CCCM, Food Security / Livelihood, Accountable Governance, Environmental Management, and Peace Building.

Job Title: Consultant - Development of Proposal / Project Design Policy and Standard Operating Procedures (SOP)
Location: Maiduguri, Borno

Background
In its efforts to improve organizational efficiency and quality programming, GREENCODE, supported by the NRC Naija IGNITE Facility, seeks to develop a clear and standardized Proposal/Project Design Policy and SOP to guide its programming from ideation to project implementation.
Objective of the Assignment
To design a comprehensive Proposal / Project Design Policy and SOP that will enhance GREENCODE’s internal processes for conceptualizing, designing, and submitting high-quality, responsive, and donor-compliant project proposals.
Scope of Work
The consultant will:
Conduct a desk review of GREENCODE’s existing proposal development processes and related documentation.
Analyze donor expectations, internal capacities, and strategic priorities.
Facilitate participatory consultations with program, MEAL, and business development teams.
Draft a policy document outlining principles, standards, and procedures for project design and proposal writing.
Develop user-friendly SOPs that detail steps, timelines, roles/responsibilities, quality assurance, and approval processes.
Present the draft for validation and finalization based on stakeholder feedback.
Key Deliverables
Inception Report – outlining methodology and workplan.
Draft Proposal/Project Design Policy.
Draft Standard Operating Procedures (SOP).
Facilitation of a Validation Workshop.
Finalized Policy and SOP – submitted in both editable and PDF formats.
Expected Timeline:
15 working days over 3 weeks:
Days 1–3: Desk review and planning.
Days 4–7: Stakeholder consultations.
Days 8–11: Drafting documents.
Days 12–15: Validation and finalization.
Required Qualifications and Experience
Advanced Degree in Development Studies, Project Management, Public Administration, or related discipline.
At least 5 years of proven experience in project design, proposal development, or strategic planning in the NGO sector.
Demonstrated expertise in developing policy and SOP documents for donor-funded organizations.
Strong knowledge of humanitarian and development proposal standards (e.g., NRC, UN, USAID, EU, ECHO, etc).
Excellent facilitation, writing, and communication skills.
Key Competencies:
Ability to simplify complex information into practical tools and guidance.
Knowledge of logical frameworks, theory of change, and results-based management.
Familiarity with the Northeast Nigeria context and localization frameworks.
Detail-oriented with strong organizational and consultative skills.
