Job Title: Monitoring, Evaluation and Learning Officer

Job Purpose
The Monitoring, Evaluation and Learning Officer will implement robust monitoring and evaluation frameworks.
S/he facilitates informed project execution, continuous learning, adaptation and the effective documentation of impact for stakeholders.
S/he will support in configuring MEL databases and developing software/code-based tools for data collection, analysis, and reporting.
Job Description
Design and refine frameworks, MEL Plans and Indicator Tracking tools.
Support the development of periodic progress reports to the donor and other relevant stakeholders.
Track progress towards achievement of stated outputs and provide early warning signals of possible deviations.
Integrate GIS tools and techniques into monitoring and evaluation processes for geospatial data analysis and visualization.
Design and implement project-specific Monitoring Information Systems (MIS) for data collection analysis and visualization.
Support the execution of field-level data collection activities in the project including farmer registration and profiling, GIS data collection, routine monitoring of farmers' performance, surveys, and assessments.
Generate relevant and coherent MEL reports and integrate graphics into reports and information products to help visualize the meaning of data.
Ensure data quality assurance on all data collection activities in the project through developing cutting-edge questionnaires, rigorous training of data collectors, supervising the data collection process and reviewing data input and quality.
Update and maintain the project's central electronic database ensuring that relevant datapoints generated are in sync with source datasets and evidence materials.
Perform monthly analysis of monitoring data generated from activities and provide feedback (using charts, tables, narratives, etc.) to management indicating where project activities and interventions are falling short, meeting or exceeding the expected outputs and outcomes.
Support the development of periodic reports for various stakeholders including donor agencies and local communities focusing on the updates on implementation activities.
Assist in the relevant training of staff, field officers, and partners in the monitoring of the project intervention.
Co-Facilitate regular project intervention reviews and learning activities at the project level to promote adaptive management.
Support the coordination and execution of knowledge management (KM) events by developing, collecting and disseminating relevant monitoring, evaluation, learning and research information.
Perform other assignments as required by your supervisor and management.
Competencies Required
Bachelor’s Degree in Statistics, Economics, or other social sciences.
Minimum of two (2) years of M&E experience in Creative Industry (Fashion & Textile Sector), and related projects.
Experience and proficient skills in MS Office packages (Excel, Word, PowerPoint) and any statistical tools (SPSS, STATA, SAS).
Implementation of monitoring and evaluation systems.
Use of quantitative and qualitative survey approaches and techniques.
Use of digital tools for data collection.
Training of enumerators on the use of electronic data collection tools.
Management of large-scale data collection and surveys.
Experience in facilitating capacity-building sessions and training workshops.
Application of Data Quality Assessment principles.
Report writing including case studies, success stories, and lessons learned.
Leadership, efficient work planning, and management.
Strong attention and orientation to details and results.
Professionalism, motivation, creativity, and flexibility.
Good interpersonal and facilitation skills.
Excellent verbal and written communication skills (in English and the local language of the project).
Time management and organizational skills to keep track of deliverables and stay on schedule.
