Job Title: Procurement Officer - AfCDC

Purpose of Job
The officer will be responsible for executing procurement processes in accordance with the procurement policies and regulations.
The officer will support strategic sourcing, contract management, supplier performance monitoring, and compliance with procurement best practices.
The role is integral to ensuring the efficiency, transparency, and accountability of procurement activities, particularly in the context of public health emergency response and institutional support functions.
Main Functions
Execute and oversee procurement activities, ensuring compliance with the procurement regulations and procedures.
Support the development and implementation of procurement strategies that align with Africa CDC’s operational needs.
Provide technical support and advice on procurement planning, supplier engagement, and contract management.
Facilitate supplier prequalification, evaluation, and contract negotiations to ensure value for money and timely delivery of goods and services.
Contribute to the continuous improvement of procurement policies, guidelines, and standard operating procedures (SOPs).
Specific Responsibilities
Provide support in the management of end - to - end procurement activities from planning to contract award.
Assist in developing, executing, and administering complex procurements for diverse works, goods and services in accordance with African Union Regulations and internally accepted standards and procedures.
Provide procurement expert advice on wide ranging and complex technical and other issues relating to institutional procurement.
In consultation with Business Units, reviews the type of work, goods and services required and recommends appropriate procurement strategy and methods.
Prepare and disseminate the annual procurement plan of the Africa CDC
Monitor and track the Implementation of the Annual Procurement Plan in close collaboration with Business Units.
Provide advice and guidance to Business Units concerning development of specifications for acquisition of goods or related services including preparation of price estimates on procurement requests for non-standard items.
Conduct market research and analysis to inform procurement decisions.
Collaborate with Business Units to facilitate smooth procurement operations.
Prepare solicitation documents for goods, work and services to be procured using appropriate methodologies.
Carry out the procurement process, including pre-bidding conference, evaluation of bids, post-qualification and recommendation for award in line with African Union’s Procurement procedures.
Prepare and present procurement cases to the relevant authorities for approval.
Coordinate contract negotiations, ensuring adherence to the procurement policies and obtaining value for money
Monitor supplier performance and contract compliance, addressing any issues proactively
Track orders to ensure prompt delivery of services.
Provide input on periodic reports and statistics on procurement activities such as purchase orders.
Provide technical support in preparation and conducting procurement training on procurement techniques, processes and systems for Africa CDC staff.
Identify and manage procurement risk in the procurement cycle.
Liaise with external stakeholders, including donors, and international partners, on procurement-related matters to ensure compliance with applicable rules and procedures.
Perform any other relevant duty/ responsibility assigned by the Supervisor.
Academic Requirements and Relevant Experience
Bachelor’s Degree in Procurement, Supply Chain, Business Administration, Public Administration, Logistics or related fields with 5 years of professional experience in Procurement, Supply Chain, Public Procurement, or Administratio
Master’s degree in Procurement, Supply Chain, Business Administration, Public Administration, Logistics or related fields with 2 years of professional experience in Procurement, Supply Chain, Public Procurement, or Administration
Professional certification (e.g., CIPS, CPSM, PMP) is an advantage
Experience in international organization
Experience in health and humanitarian supply chain.

Tenure of Appointment:
The Appointment will be made on a fixed term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period. Thereafter, the contract may be renewed for a similar period subject to funding availability, satisfactory performance and agreed deliverables.

Remuneration
The salary attached to the position is an annual lump-sum of US$ 85,212.07 (P2 Step 5) inclusive of all allowances for internationally recruited staff, and US$ 66,751.81 inclusive of all allowances for locally recruited staff of the African Union Commission.
