Job Title: LLF Operations Analyst Consultant

Purpose of the Consultancy
The LLF Operations Analyst will:
Support LLF-funded projects in execution, troubleshooting delays, and ensuring operational efficiency.
Track project milestones, flag operational risks, and follow up on corrective actions.
Coordinate between LLFMU, regional teams, executing agencies (EAs), and donors for smooth project implementation.
Ensure compliance with LLF procedures, results-based management (RBM), and reporting requirements.
Liaise with the Procurement & Contract Management Analyst to integrate procurement-related updates into project tracking.
Support visibility and knowledge-sharing efforts by documenting lessons learned from regional projects.
Key Responsibilities
Project Implementation Support & Follow-ups:
Track progress of LLF-funded projects in the region and ensure milestones are met.
Identify and escalate delays, working with stakeholders to resolve issues.
Work in close coordination with the Procurement & Contract Management Analyst to ensure procurement-related bottlenecks do not hinder overall project execution.
Ensure project teams comply with LLF operational requirements, including but not limited to ensuring availability of up-to-date RBM resources, focusing on timely and quality implementation.
Troubleshooting & Issue Resolution:
Identify early warning signs of project risks (excluding procurement-specific risks) and propose mitigation strategies.
Facilitate timely communication between project teams and IsDB HQ for issue resolution.
Flag systemic challenges for further escalation to LLFMU and Regional Hub leadership.
Maintain structured engagement with project teams and HQ to proactively manage implementation challenges.
Coordination & Stakeholder Engagement:
Act as the LLF focal point for project teams and stakeholders regarding project execution challenges.
Organize and facilitate coordination meetings with project teams, LLF HQ, and external stakeholders.
Ensure proper integration of procurement status updates in implementation tracking, while avoiding redundancy with the Procurement & Contract Management Analyst.
Support engagement with Executing Agencies (EAs) to maintain project momentum and resolve non-procurement-related operational challenges.
Compliance & Reporting:
Ensure projects adhere to LLF reporting frameworks and RBM principles.
Submit structured reports tracking project performance, risks, and resolutions.
Refer procurement-specific compliance reporting to the Procurement & Contract Management Analyst while ensuring overall project compliance.
Provide operational risk updates to LLF HQ and Regional Hub managers.
Visibility & Knowledge Sharing:
Document and share lessons learned from project implementation, operational and procurement challenges.
Reporting Lines & Coordination Structure
The LLF Operations Analyst will be embedded within the IsDB Regional Hub, ensuring daily engagement with project teams and executing agencies. The role will have dual reporting lines:
Primary Reporting to: LLFMU (HQ) for strategic guidance and project tracking.
Secondary Reporting to: Regional Hub Head (IsDB) for daily coordination with country teams and operational units.

Required Qualifications & Experience
Bachelor’s Degree in Development Studies, Economics, Business Administration, or related field (Master’s degree preferred).
5+ years in project coordination, operations support, or development finance. Experience in multilateral institutions is a plus.
