We are looking for a dedicated company to deliver the service and supply water purification system in one of MSF WACA supporting facility. Participation in the Tender is based on the following conditions:

• Your company must confirm in a "Letter of Intent" that it will submit a bid in response to this Invitation to Tender. The Letter of Intent must be delivered to the email address shown below no later than 15/04/2025
• Your full tender bid is to be delivered to the email address below no later than Tuesday, 15/04/2025 
• All inquiries should be sent through the following email address: msfw-nigeria-tender@waca.msf.org and no later than 5:00pm 15/04/2025 
• All bidding documents and all related correspondence must be in English. All information and documents submitted by bidders must be accurate, correct and duly certified.
• Bidders must regularly follow up on the issuance of further instructions and/or amendments to this invitation to tender. 
• MSF WACA reserves the right to accept or reject any Proposal, cancel the tender process and/or reject all Proposals at any time, without incurring any liability to bidders or any third parties.

2. Content of the Offer
Interested firms are expected to provide verifiable copies of the following: 

• Company Profile 
• Copies of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC). 
• Valid Tax Identification Number (TIN) 
• Documentary evidence showing experience in the execution of a similar project in the past.

Financial:
2.1. Tender Price:
The BOQ and unit prices schedule must be completed as follows:

• Complete the price for each item on every page.
• Complete the price for the total of each work type. 
• Complete the price for each work type in the Collection Summary 
• The total of the Collection Summary becomes the “Tender Price”. 
• All prices in NGN (2% WHT applicable to all price offered) 
• Payment terms 
• Evidence of Tax Clearance for the last One year. 
• Delivery Time & Offer Validity: 
• Validity of quoted price in months 

2.2. The following documents must be submitted in one folder as a (PDF Soft Copy) on electronic media to the provided email address:

• Initialed General and Technical Specifications
• Initialed and completed Bill of Quantities and Unit Prices schedule
• Initialed Drawing Register of Project Plans and schematics
• Initialed Detailed Chronogram for the starting dates and completion dates for the works with the time for mobilization clearly stated
• Completed Tender Information Schedule comprising:
  • Safety: Company Safety Information
  • Material Schedule - A schedule of the brand and the data sheet of each material/ supply item to be used in the work, 
• Original hard copies should be kept by bidders and may be requested at any time. 

2.3. Bidders must examine the instructions and terms contained herewith and shall submit all required documents and completed forms in their bid. Failure to do so may result in rejection of the bid. 

2.4. Each of the qualified bidders is solely responsible for conducting its own independent research, due diligence, and any other work, studies or investigations and for seeking the necessary independent advice for the preparation of bid, negotiation of agreements and / or documents, and the subsequent provision of all services to be provided by the winning bidder.

4. Contractor's Activity Chronogram

• For the Completion of the Project Works the Contractor is required to submit a detailed chronogram demonstrating how he will achieve the works in the period allowed or any shorter period he may propose. 
• Contractors are encouraged to submit alternative shorter periods if they consider they have adequate resources to complete the works. 
• MSF WACA reserves the right, at its sole discretion, to amend the timeline without prior notice to qualified bidders. 
• MSF WACA, its representatives, advisors and consultants shall not be liable for any loss whatsoever resulting from any such amendments. 
• MSF WACA will notify qualified bidders of timeline amendments in writing.

Quality Assurance and Control (15%): 

• Quality management system and procedures
• Quality control measures and testing 
• Defect liability and warranty 

Financial Criteria (30%):

• Price and Cost:
  • Total cost of the project
  • Breakdown of costs (e.g., labour, materials, equipment) 
  • Payment terms and schedule
• Financial Capacity and Stability
  • Company financial statements (e.g., balance sheet, income statement)
  • Credit rating and financial references
• Value for Money
  • Comparison of prices and services offered.
• Validity of Quotes (in months).
