Job Title: Demand Creation Work Stream Advisor

Rationale
The Campaign Work Stream Advisors are required to support states with the planning and implementation of the LLIN distribution activities. The work stream advisors play critical functions in the ITN mass distribution campaigns, a role focused on planning, facilitation, capacity-building, monitoring, data management and reporting during the replacement campaigns.
The work stream advisors will provide state-level technical assistance and oversight on Technical, Logistics and demand creation (DC) -related activities for the successful coordination of the 2025 long lasting insecticidal nets (LLIN) replacement mass campaigns in Ondo state.
The advisors will support a broadened state structure for the replacement campaigns. Each advisor will function in three (3) work streams - Technical, Logistics and Demand Creation.
Goal of the Assignment
The overall objective of this consultancy is to support MC in the implementation of the 2025 LLIN mass campaign distribution in Ondo state by providing technical assistance, leadership and oversight on demand creation, logistics, and technical related activities to DC, logistics and technical work stream of the CTA and state team
Specific objectives
The overall objective of this consultancy is for these advisors to support and lead CTAs/consultants/TAs in the implementation of the 2025 LLIN mass campaign distribution in Ondo State, working with Malaria Consortium and Ondo state – State Ministry of Health (SMoH) by providing technical assistance and oversight as per this Terms of Reference (ToR).
TA would be provided along the different work streams; viz: Technical, Logistics and Demand Creation.
Methodology
The support would be via a combination of trainings, hand-holding, supervisions, monitoring and evaluation. Each Advisor will work in sync with other CTAs, but would oversee the areas of their core competence, with support from, SMEP, Campaign Manager and M & E manager.
The activity will commence with the microplanning and conclude after the campaign (net distribution) with the submission of a report. Data collection/reports would be via the standard LLINs campaign forms, tools, electronic forms, and MC standard reporting template.
Scope
The support would cover all the distribution points in all wards in all 18 LGAs of Ondo State.
The exercise will commence during the microplanning and conclude with a report, after the campaign (net distribution) proper.
Expected Output/deliverables
Demand Creation Work stream Advisor:
Adapted demand creation materials within 2days from the end of each micro plan process.
Advocacy plan prepared and shared with state and technical work stream advisor/consultant for consolidation with activity report.
Weekly update to the technical work stream consultant to collate as weekly update from the campaign state.
Demand creation report during the LLIN campaign submitted to the Demand Creation lead at the end of the exercise in the state.
Detailed Demand Creation specific microplanning and LLIN campaign report prepared and submitted through the Demand Creation work stream advisor/consultant for consolidation and onward submission.
Detailed consultancy report on MC report template, clearly highlighting your specific tasks/role during the activity submitted at least 7days after completion of the activity.
Provide on-the-job capacity building for personnel in demand creation work stream
Provide periodic updates to campaign stakeholders.
Provide leadership to demand creation work stream, and leverage resources across the state support teams to facilitate the effective uptake and use of LLINs provided during the LLIN mass campaign.
Support the provision of technical support and input into state demand creation preparatory processes such as adaption of demand creation campaign materials.
Qualifications
An Advanced Degree in Mass Communication or Arts related degree.
At least 7 years of professional experience in health programs, preferably in SBCC activities.
Experience in LLIN mass campaign DC is required.
Experience and understanding of demand creation issues related to campaign distribution of LLINs.
Type of personnel required:
Specific experience in malaria programmes strongly desired.
Proven experience in managing public health programmes or projects in Nigeria or similar developing country context.
Demonstrated ability to monitor, supervise, and train in health service programmes
Excellent leadership qualities.
Previous training by NMEP and experience in LLIN mass distribution campaigns.
Knowledge of malaria and its prevention, diagnosis and treatment is required.
Experience with a flexible approach to managing and prioritizing significant workloads and multiple tasks, in a fast-paced environment, with tight deadlines is required.
Demonstrated ability to monitor, supervise, and facilitate trainings.
Strong representational skills and ability to interface with multiple stakeholders, representatives, and partners (including representatives of government agencies) in a professional manner on an ongoing basis.
Demonstrated ability to work effectively under pressure and to prioritize competing demands.
Strategic, analytical and decision-making skills.
Excellent technical writing and oral presentation skills are highly desired.
Excellent experience in using Microsoft Office, including Word, Excel, and PowerPoint.
Experience of proactively identifying and addressing bottlenecks/issues desired.
Experience and understanding of technical and M&E issues related to mass LLINs campaign required.
Previous experience in electronic data monitoring systems desired.
Previous experience working in Ondo state will be an added advantage.
