We are recruiting to fill the position below:
Job Title: Manager of Programme Quality Nigeria
Location: Maiduguri, Borno

Summary
ZOA has been working in Borno State in Nigeria since 2016 in 12 LGAs in Borno States and 3 LGAs in Yobe State. We reach out to the internally displaced persons and vulnerable host communities with emergency humanitarian & early recovery assistance to meet their needs. ZOA Nigeria focuses on Food Security & Livelihoods, Wash, Education and Women and Youth empowerment.
Your Challenge
The responsibility of the Manager of Programme Quality (MPQ) is to ensure high quality programme design, implementation and monitoring and evaluation by providing line management with expertise and knowledge.
In addition, the MPQ is responsible for the development of high quality project proposals for potential donors.
Responsibilities
The Manager of Programme Quality has been assigned with responsibility and holds delegated authority for:
Programme quality:
Advises and supports Country Director (CD) and Programme Managers (PGMs) on the development of the Country Strategy and Annual Plan;
Responsible for the quality and consistency of programme and project planning;
Responsible for adherence to ZOA policy and compliance with ZOA, donor, national and international guidelines, policies and standards in the implementation of projects;
Develops, implements and maintains monitoring, evaluation and learning (MEAL) tools, including the use of standardized indicators;
Development of beneficiary accountability tools throughout the programme;
Ensures integration of ZOA strategic priorities, including gender, diversity and inclusion, climate resilience and Peace nexus;
Coordination and exchange with other organizations, relevant authorities, donors and other key stakeholders;
Ensures mainstreaming of protection and conflict sensitive project design and implementation.
Reporting/digital data collection:
Contributes to the development of high quality project proposals and monitors consistency between donor proposals and Country Strategy;
Contributes to on-time, high quality submission of donor reports and evaluations;
Supports the CD and PGMs in the writing of the internal quarterly reports and annual review.
Knowledge management:
Responsible for the development of knowledge management at country level and contributing to organisation-wide knowledge management and internal learning;
Supports capacity building of the team on relevant topics such as MEAL and strategic priorities;
Leads the development of innovative project proposals.
Leadership and management:
Is member of the Country Management Team;
Provides leadership to the Programme Quality and MEAL team;
Supervises and periodically appraises the performance of staff reporting to the Manager of Programme Quality.
Authority:
The Manager of Programme Quality is authorized and accountable within the framework and limits defined in:
The ‘Declaration of Authorization’ signed by the Country Director.
The ZOA Country Management Charter;
The agreed Country Strategy and Annual Plan;
The projects as approved by the donors;
ZOA’s quality management system.
The Manager of Programme Quality is accountable to the Country Director.
Your profile
Identity: The candidate is expected to fully support the vision, mission and Christian values of ZOA.
Knowledge & experience:
University degree in a humanitarian, development or other relevant field;
At least three years field experience in a fragile context, experience in the West-Africa region is considered an additional pre;
Professional command of English;
Expertise in one of ZOA’s sectors (Food Security & Livelihoods, Wash, Education and Women and Youth empowerment);
Expertise in one of ZOA’s strategic priorities (climate resilience, gender, diversity and inclusion, peace nexus, localization);
Previous management experience is preferred;
