Rationale
The Campaign Technical Assistants Team (CTAT) structure was established to support states with the planning and implementation of the LLIN distribution activities.
The CTAT plays a critical function for the ITN mass distribution campaigns, a role focused on planning, facilitation, capacity-building, monitoring, data management and reporting during the ITN campaign.
The CTA will support a broadened state structure for the 2025 ITN campaigns. Each CTAT is composed of three (3) work streams - Technical, Logistics and Demand Creation.
Goal of the assignment
The purpose of this temporary hire position is to coordinate and deliver various ICT4D-related services in accordance with established agency ICT policies, procedures, and service standards to support high-quality mass distribution of ITNs.
She / He will provide responsive, professional service and technical support to MC staff and partners to ensure efficient operation and use of MC information sharing, communication, and collaboration technologies.
Scope of Work
The ICT4D Consultant is tasked with facilitating the technical and logistics work streams of ITN mass campaigns in Ondo state using ICT4D technology.
The ICT4D Consultant is needed to support the digitization of the ITN mass campaign processes in line with the expectations of the donor
Key Working Relationships
The ICT4D shall work closely with the country office technical team and report to the Campaign Manager. She/He will work together with the technology team, State Ministries of Health (SMOH) staff, National Malaria Elimination Program (NMEP) staff, Malaria partners, end-users, etc for effective delivery of the ICT component of the ITN Mass Campaign.
Technical support would cover all the distribution hubs across selected communities/settlements in 18 LGAs of Ondo state. The exercise would be concluded with a report, after the campaign (net distribution) proper.
Methodology
ICT4D consultants will work with other Campaign Technical Assistants team (CTAT) members during trainings, hand-holding, supervision, monitoring and evaluation, and also work with State team, LGA teams, LGA Coordinators, TTA, Cluster Supervisors, Household mobilizers, Distribution teams, Malaria Consortium Technical Team, National Malaria Elimination Program (NMEP) staff and State Malaria Elimination Program (SMEP).
The ICT4D consultants would oversee ICT4D related activities. Data collection and reports would be via the standard ITNs campaign forms and tools, NMEP reporting format and MC standard reporting template.
The ICT4D Consultants will report to the MC Campaign Manager MC and work with the MC M&E Manager. Consultants would submit a detailed activity report, consultant report and timesheet reviewed by the MC Campaign manager.
Specific Objectives
To provide technical support to all campaign implementers on the use of all ICT4D tools required.
To ensure effective knowledge dissemination on the use of the Cash and Asset Transfer Strategy through trainings of ITN mass campaign implementers in Ondo state.
To monitor the use of digital android devices, barcode scanners, and to carryout household/beneficiary registration and ITN distribution at the various designated locations.
The specific tasks include:
Technical Support:
Provide tier 1 level real-time support on Android devices during trainings and activities on all submitted requests.
Ensure resolution and closure of all ITN Mass campaign issues reported using the Digit HCM software and other support and communication applications.
Interpret GIS Data to campaign monitors and LGA/Ward level campaign staff to ensure 100% universal coverage.
Administer biometric time and attendance tracking profiles and sequence of campaign personnel during trainings.
Manage campaign personnel changes and capture updates on the CAT platform to ensure efficient printing and delivery of badges for training and activity authentication.
Provide monitoring and supervision guidance on identifying household level GIS information to Training and Technology Administrators. Provide daily coverage details from the CAT platform to inform monitors and ward supervisors on mobilization coverage rate during household mobilization and distribution activities.
Provide effective compliance with the CAT Strategy business processes.
To provide required technical guidance to ward supervisors, household mobilizers and distribution teams on the use of the android devices, solar chargers and the Digit application.
Data collation and management for daily identification of inconsistencies based on generated reports. Ensure daily review of campaign processes from the CAT dashboard to LGA and State teams.
Device Provision, Distribution and Inventory:
Ensure distribution of ICT4D tools to campaign staff following the distribution mechanism. Update the device distribution inventory database upon distribution of devices to campaign staff.
Ensure submission and signing of device security, safety and management document by campaign monitors, training and technology administrators, LGA coordinators, ward supervisors, Household mobilizers and distribution teams before collection of ICT4D tools.
Ensure provisioning and delivery of Buffer Devices in case of theft, loss or damage to ICT4D equipment assigned to campaign personnel for an activity.
Training:
To provide required training to the campaign team on the following:
CAT Strategy for ITN Mass Campaign.
Data collection procedure for ITN Mass Campaign.
Android Device Configuration and setup for ITN Mass Campaign.
Setup and Configuration of Fingerprint scanners.
Device power management, safety and security.
Data Entry Dynamics.
Peer-to-peer and mobile data syncing.
Collecting geo coordinates and Location services.
Household marking co-relation with digital data.
Personnel information update form (P-3d)
Biometric Time and Attendance Tracking
Key Accountabilities
Support the setup, configuration and deployment of ICT4D devices for the operation and implementation of health interventions to ensure efficient service delivery against established policies, procedures, and service standards.
Deploy, configure, and maintain the software applications and utilities on Android devices.
Configure, monitor and maintain the Cash and Asset Transfer (CAT) platform and data collected using the ICT4D devices as per the CAT Strategy requirement and agency business data policies and procedures.
Provide field-level technical support to campaign personnel on the CAT platform and CAT devices during the various pre-campaign trainings and ITN mass campaigns.
Troubleshoot and address any issues to ensure optimal performance of the databases, networks, servers and devices.
Configure and maintain applications and user devices of the software technology.
Provide timely and quality service delivery, technical support, and advice to user requests to ensure proper user access to agency business data and information.
Prepare statistical reports on ICT-related data and metrics. As needed, implement measures to ensure required standards are met.
In collaboration with relevant staff, maintain an inventory of ICT equipment, hardware, and software and ensure adequate supply and functionality, both in the office and in the field.
Provide input to budget for ICT-related expenses.
Support capacity building initiatives, remotely or on-site, to staff, partners and end-users to ensure efficient and consistent adoption and use of ICT applications.
Manage and monitor software and hardware functionality and use.
Ensure appropriate monitoring and evaluation of project information and communication technology activities, including providing input to appropriate logical framework and indicator development.
Provide timely and quality service delivery and technical support to user requests in ensuring proper user access and data utilization according to agency business data and information policies, also ensuring project scope is delivered within set timeline.
Develop and administer SOPs, tools, and user manuals.
Oversee and set up the Help desk support unit in the ITN campaign state to ensure 100% of all tickets raised are closed.
Review and prescribe technological solutions and best practices.
Coordinate all hardware and software-related testing and upgrades.
Ensures data accessibility mechanisms are available at all levels (State, LGA, Ward) to enable data use for quality data review, effective supervision, monitoring and informed decisions.
Expected Output / Deliverables:
Training plans for all trainings.
Weekly activity reports and share with your work stream advisors for review and further actions.
Weekly update to the Technical workstream (TA to collate as weekly update from the campaign state).
Detailed ITN campaign report after the activity.
Detailed consultancy activity report on MC report template, clearly highlighting specific tasks/roles during the activity submitted at least 7 days after completion of the activity.
Person Specification, Qualifications and Experience
Essential:
Degree in IT related field (Computer Science, Computer Networking, Programming, and Information Systems) required. Significant work experience in a directly related field combined with appropriate training/certificates may substitute for a degree.
Desired certifications include Microsoft Certified Solutions Associate or equivalent, Cisco Certified Network Associate or equivalent, Microsoft SharePoint Foundations or equivalent and ITIL Foundation Certified.
Minimum of five years work experience in a position with similar responsibilities.
Experience in the introduction, design, implementation, and adoption of relevant technology and data management tools.
Demonstrated experience collaborating with GoN departments to implement health programs in Nigeria
Previous experience managing donor resources to implement public health initiatives, particularly the mass distribution of health supplies
Proficiency in the use of Microsoft Office programs (Excel, Word & PowerPoint).
Strong oral and written communication skills.
Ability to work as part of a team and to be self-managing.
