Job Title: Construction Closeout Audit - Legal Compliance Consultant

Job Summary
The Construction Close-Out Audit Legal Compliance Consultant is responsible for ensuring full legal and regulatory compliance during the close-out phase of the oil refinery and petrochemical plant construction project.
The role involves conducting a thorough compliance audit, reviewing documentation, identifying legal risks, and ensuring all contractual, environmental, and safety regulations have been met.
The officer will work closely with project managers, contractors, and regulatory bodies to mitigate risks and facilitate a seamless transition to operational status.
Job position also open to Expatriates.
Responsibilities
Audit and Compliance Review:
Conduct a comprehensive legal compliance audit of the project close-out phase.
Ensure adherence to all local, national, and international regulations, including contractual obligations.
Review project documentation such as contracts, permits, regulatory approvals, and inspection reports.
Legal Consultation:
Provide expert legal guidance on construction compliance and regulatory matters.
Advise project teams on potential legal risks and dispute resolution strategies.
Ensure compliance with environmental, safety, and labor laws applicable to the refinery and petrochemical plant.
Maintain accurate records of audits, compliance checks, and legal correspondence.
Ensure all project documents meet legal and regulatory filing requirements.
Collaboration and Stakeholder Engagement:
Work closely with project managers, contractors, and subcontractors to ensure legal compliance.
Liaise with government authorities, regulatory agencies, and legal counsel to resolve compliance matters.
Facilitate communication between legal, engineering, and operational teams to align compliance efforts.
Training and Education:
Develop and deliver training programs on construction close-out legal compliance for project teams.
Stay updated on changes in construction law, environmental policies, and industry regulations.
Risk Management and Dispute Resolution:
Identify and assess legal risks related to the closeout process.
Provide recommendations to mitigate legal exposure and ensure regulatory compliance.
Oversee claims management and assist in resolving legal disputes related to contract closeout.
Continuous Improvement and Policy Development:
Contribute to the development of compliance policies and procedures for future construction projects.
Recommend improvements based on audit findings and industry best practices.
Qualifications
Bachelor’s degree in Law, Construction Law, Compliance, Business Administration, or a related field.
Minimum of 15 years of experience in legal compliance, construction law, and regulatory auditing, with at least 5 years in the oil and gas or petrochemical industry.
Strong knowledge of contract law, environmental regulations, safety codes, and industry standards.
Experience working with government regulatory agencies and international compliance bodies.
Excellent analytical, problem-solving, and negotiation skills.
Strong communication and interpersonal skills to work effectively with multidisciplinary teams.
Proficiency in Microsoft Office Suite, compliance management tools, and legal research databases.
Professional certifications such as Certified Compliance & Ethics Professional (CCEP), Certified Internal Auditor (CIA), or equivalent legal certifications are advantageous.
Working Conditions:
On-site and office-based work, with potential travel to project locations.
Must be able to work in high-pressure environments and meet tight deadlines.
Will require collaboration with international teams and external regulatory bodies.
