Job Summary
We are seeking a highly skilled and detail-oriented Monitoring, Evaluation, Research, and Learning (MERL) Consultant to support the successful implementation of the SEEP programme.
The consultant will work closely with the programmes team and partners to develop, implement, and refine robust monitoring and evaluation (M&E) frameworks that ensure accountability, impact measurement, and continuous learning.
The role involves designing data collection strategies, conducting research, analyzing programme effectiveness, and ensuring alignment with global M&E best practices.
Key Responsibilities
Monitoring, Evaluation, and Learning:
Framework Development: Work with the programmes team and partners to conceptualize, design, and implement M&E frameworks (Theory of Change, Results Chain, Logical Framework, and indicators).
Data Collection & Analysis: Lead the design and execution of data collection, analysis, and modeling at baseline, midline, and endline stages of the SEEP programme.
Progress Evaluation: Develop and implement tools to monitor programme effectiveness, track key performance indicators (KPIs), and assess impact against project goals.
Stakeholder Engagement: Collaborate with programme stakeholders to ensure alignment with objectives, facilitate learning, and integrate feedback into programme design.
Reporting & Documentation: Prepare comprehensive progress reports and presentations detailing programme outcomes, lessons learned, and areas for improvement.
Field Monitoring: Conduct in-field (virtual and physical) monitoring visits to collect real-time data, assess programme implementation, and provide feedback for improvement.
Research & Learning:
Evidence-Based Decision Making: Utilize data-driven insights to refine programme strategies, enhance project effectiveness, and inform decision-making processes.
Capacity Building: Train programme staff and partners on best practices in M&E methodologies, data collection tools, and impact assessment techniques.
Knowledge Sharing: Develop learning materials, case studies, and success stories to enhance organizational knowledge and inform policy recommendations.
M&E Budgeting & Compliance: Budget Alignment: Ensure that M&E activities align with global best practices, maintaining a budget allocation of 5 -10% of the overall programme budget.
Resource Optimization: Identify cost-effective and innovative M&E solutions to maximize resource efficiency while achieving project objectives.
Qualifications & Experience
Bachelor’s or Master’s Degree in Monitoring & Evaluation, Social Sciences, Development Studies, Statistics, Economics, or a related field.
5+ years of experience in M&E, research, impact assessment, and data analysis within development programmes or donor-funded projects.
Strong expertise in designing and implementing M&E frameworks, including Theories of Change and Logical Frameworks.
Proven ability to conduct research, analyze complex data sets, and translate findings into actionable recommendations.
Experience in qualitative and quantitative data collection methods, including surveys, focus groups, and interviews.
Strong proficiency in data analysis tools (e.g., SPSS, Stata, Power BI, Excel, NVivo, or similar software).
Excellent written and verbal communication skills, with experience in producing high-quality reports and presentations.
Experience conducting field-based evaluations and stakeholder consultations.
Preferred Skills & Competencies
Certification in M&E methodologies (e.g., CLEAR, CES, or IPDET) is an advantage.
Experience with donor-funded programme evaluations and compliance requirements.
Strong problem-solving skills with the ability to navigate complex evaluation challenges.
Demonstrated ability to work independently and manage multiple tasks effectively.
