Job Summary
The Appointee will be required to:
To develop, implement and maintain an effective Management System for NSML overall Health, Safety, Environment, Quality (HSEQ), Assurance and Enterprise Risk management as well as ensure standardization to realize NSML policy on HSEQ, assurance and enterprise Risk management.
Ensure operationalization of HSEQ Management system and Policy for consistent implementation of critical processes and integrated safe system of work (ISSoW) culminating in an injury and HSE loss free operations in NSML Fleet, Terminal, Personnel, MCOE, Office and projects.
The duties will include, but are not limited to the following:
Ensure the development and implementation of an effective HSEQ control framework in line with OHSAS 18001, ISM code, ISO 14001, ISO 9001, ISO 50001 to ensure a consistent and standardized approach is applied across NSML in achieving personal safety, process safety, environmental, company HSE and Quality Objectives.
Ensure the implementation of a robust process for annual Strategic HSEQ planning, Implementation, monitoring, critical review of performance and reporting to enable focused leadership action towards continual improvement in HSEQ performance.
Provide Guidance and facilitation support in company HSEQ and business risk incident investigations & reviews, root cause analysis & close-out of non-conformities and other audit findings in a timely manner using the company HSEQ database and reporting system. Also ensure dissemination of appropriate learnings (internal or sourced) for continual improvement and to prevent reoccurrence.
Support the maintenance and implementation of company behavioral based Safety programs, campaigns and HSEQ competency assurance of personnel in HSE critical & professional roles to ensure entrenchment of best practice HSE behaviours, skills, and practice for an injury free operation.
Guide the operationalization of HSEQ critical processes, tools, and techniques (including JHA, Risk Assessment, Contractor HSE, Behavioral Safety, etc. to consistently manage personal, process safety, and environmental safety risk to As Low as Reasonably Practicable (ALARP) in NSML business to prevent harm to people or damage to asset or the environment. Provide HSE support in the Management of Head, change (MOC) processes and NSML emergency Response and Business continuity process.
Develop and implement an HSEQ governance & assurance structure/process for NSML operations and overall business including assisting in planning and execution of periodic HSEQ management reviews, and internal and external audits aligned to ISM/ISPS/ISO 9001,14001, 50001 and MLC 2006 standards and support NSML Leadership to provide assurance that all HSEQ corrective actions are effectively implemented to proactively mitigate HSEQ incidents and prevent disaster. Advice and guide NSML leadership and business lines on HSEQ issues in their relationship with relevant industry bodies, contractors, and other stakeholders to ensure full, proactive, and visible HSEQ leadership and governance in NSML projects, operations, and engagements.
Manage the implementation of a process for managing HSE risks, ensuring all NSML’s major strategic and operational activity risks are identified, analyzed and documented to demonstrate they are managed to as Low as reasonably practicable (ALARP) through the enterprise risk management framework and the Hazard & Effect Management Process (HEMP) to consistently ensure NSML HSE Management is focused on preventing, controlling and mitigating major accident hazards.
Qualifications
The right candidate should:
Class 1 Certificate of Competence (deck or Engine) or A university degree in marine engineering, nautical science or other Science or social sciences.
Experience in a position preferably as a minimum Chief Officer or 2nd Engineer on internationally-trading tankers and/or gas carriers or more than 7 years’ experience in the HSEQ department of a reputable shipping organization.
Conversant with OHSAS 18001, ISO 9001, ISO 14001, international, Flag State, Industry and Company.
Experience that relates to safety management, ship management, or Terminal management and have a good understanding of behaviour-based safety, emergency response procedures and practices.
