Job Title: Consultant
Location: Mubi, Adamawa
Job Summary
We seek a consultant to guide us in reviewing and updating existing policies and identifying gaps that require new policies.
To successfully implement these recommendations and address identified areas for improvement, Sirri Care seeks to engage a highly skilled and experienced consultant.
This consultant will play a pivotal role in supporting the Sirri Care Foundation in transforming its internal systems, policies, and structures to align with best practices in governance, operations, and programmatic execution.
Key Objectives
Provide expert assistance in implementing organizational recommendations.
Strengthen governance, financial systems, and operational structures.
Support the development and updating of policies, systems, and organizational structures in line with best practices.
Review and update existing policies based on the due diligence report, identifying any gaps and recommending new policies where necessary.
Scope of Work
The consultant will be responsible for providing expert guidance in the following areas:
Governance and Oversight:
Review and update the governance document to clearly define roles and responsibilities. Ensure alignment with best practices and approval by the Board of Trustees.
Advise on structuring board meetings, ensuring regularity, effective deliberations, and proper documentation of decisions.
Ensure that Board members are not staff or part of management, and advise on conflict of interest prevention strategies.
Assist in developing a signatories matrix to define management authorization limits and ensure clarity in financial decision-making.
Organizational Structure and Human Resources:
Advise on updating the organogram to accurately reflect the staffing structure and clear reporting lines.
Ensure all staff have valid contracts, signed commitment agreements, and adherence to Sirri Care’s code of conduct, PSEA, and conflict of interest policies.
Support the development of comprehensive policies, including anti-fraud policies with clear reporting and investigative mechanisms.
Finance and Accounting:
Recommend strategies for strengthening the Finance department, including introducing qualified personnel to improve oversight.
Advise on acquiring and using licensed double-entry accounting software for accurate financial tracking.
Ensure proper maintenance of financial ledgers, cash books, and petty cash journals, and assist with regular reconciliation and reporting.
Assist in preparing annual budgets, work plans, and regular preparation of Budget vs. Actual (BVA) reports to track financial performance.
Advise on cash management practices and support the development of asset registers to ensure proper tracking and handling of organizational resources.
Program Implementation and Monitoring:
Advise on developing comprehensive program guidelines approved by the Board, detailing field and desk operations.
Assist in creating M&E tools for program monitoring, assessments, and periodic reporting.
Support regular participation in local coordination and joint assessment activities and ensure documentation in 5Ws reports.
Advise on strategies for seeking grants, diversifying funding sources, and expanding Sirri Care’s institutional impact.
Qualifications and Expertise
The consultant should meet the following qualifications and experience:
A Degree in Business Administration, Governance, Finance, or a related field (Master’s degree preferred).
Proven experience in organizational development, governance, financial oversight, and resource mobilization.
Strong knowledge of best practices in governance, finance, program monitoring, and resource mobilization.
At least 5 years of experience working with NGOs or social development organizations.
Demonstrated ability to develop policies, organizational structures, and financial management systems.
Strong communication and facilitation skills.
Policy Review and Development:
Due Diligence Report Analysis:
Review the due diligence report and identify key areas for development
Policy Review:
Conduct a review of existing policies and provide recommendations for updates.
New Policy Recommendations: Identify any gaps in current policies and recommend new policies necessary for the organization’s growth.
Deliverables:
The consultant will submit the following deliverables:
A comprehensive report detailing findings and recommendations.
A draft resource mobilization plan (if necessary).
A policy review report with recommendations for updates and new policies.
