Rural Agricultural Transformation and Empowerment Initiative (RATEI) was founded in 2014 and was fully registered in 2018 to raise awareness and also Improve the livelihood of Women and Youth in the rural communities, Promote Sustainable rural agricultural development, promote home gardening and domestic land utilization for food sufficiency, Promote rural income through rural farming techniques and cooperative societies. Giving hope to vulnerable people, IDPs, and PWD affected by insurgency through empowerment programs, collaboration, sustainability, inclusivity, resilience and Environmental Stewardship. RATEI envision is to see and youth change through sustainable -initiated agricultural program and development in Nigeria, restore and improve rural economic activities through empowerment in agricultural training education, productive environment, and standard of living in Nigeria.
We are recruiting to fill the position below:
Job Title: Monitoring & Evaluation (M&E) Officer
Location: Yola South, Adamawa
Employment Type: Contract
Duration of Contract: Three (3) Months Contract

Employed by Rural Agricultural Transformation and Empowerment Initiative
Reports to the Executive Director.
Organizational Requirements
The post holder will, at all times, carry out his/her responsibilities with the utmost respect for the protection of children in accordance with RATEI Child and Vulnerable person/persons Safeguarding Policy.

Key Duties and Responsibilities
Designing and Developing the M&E Framework:
Establishing Key Performance Indicators (KPIs): Develop specific, measurable, achievable, relevant, and time-bound (SMART) indicators that align with project objectives such as increased income, improved financial literacy, and successful market linkages.
Developing Data Collection Tools: Create and refine surveys, questionnaires, checklists, and other tools for collecting quantitative and qualitative data from beneficiaries, partners, and stakeholders.
Setting Baselines: Coordinate baseline surveys to establish pre-intervention data against which project progress and impact can be measured.
Data Collection and Management:
Regular Monitoring: Implement routine data collection activities to track project inputs, outputs, and outcomes. This involves visiting project sites, conducting interviews, and reviewing records.
Data Quality Assurance: Ensure the accuracy, reliability, and timeliness of collected data. This includes training project staff on data collection protocols and regularly reviewing data for consistency.
Database Management: Maintain and update project databases, ensuring that all information is stored securely and is accessible for analysis and reporting.
Qualifications / Core Requirements
Bachelor’s or Master’s Degree in Development Studies, Economics, Business Administration, Social Sciences, or related fields.
Minimum of 3 years work experience in monitoring and evaluating programs with an organization.
Strong understanding of IDP and refugee livelihood strategies, microfinance, and market systems development.
Experience working with women’s empowerment initiatives and financial inclusion programs.
Proficiency in project management, M&E, and stakeholder engagement.
Excellent skills in training facilitation, entrepreneurship coaching, and business development support.
proven work experience in program support with NGO.
Skills and Competencies:
Proven expertise in quantitative and qualitative methodologies, research, reporting, data quality assessments, data analysis and presentation.
Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple counterparts in private, public and NGO sectors.
Strong understanding ofgender transformative data collection and measurement,M&E policy and compliance requirements.
Excellent written and verbal communication skills in English including excellent facilitation skills and demonstrated technical writing skills for publication.
Openness or capacity to think creatively to design child-friendly studies and data collection tools which are age-appropriate, safe and ethical for children.
Ability to work effectively with diverse national and international teams.
Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.
Strong technical skills, including ability to process and analyse data using one or more statistical software packages
Proficiency in Microsoft Office packages (Excel/Word document)
Ability to travel nationally.

Data Analysis and Reporting:
Data Analysis: Analyze collected data to assess the progress of project activities and to determine the effectiveness of interventions. Use statistical and qualitative methods to interpret results.
Reporting: Prepare periodic (monthly, quarterly, and annual) reports detailing progress against KPIs, challenges encountered, and recommendations for improvement. Tailor reports for different stakeholders, including donors, project management, and local partners.
Feedback Loops: Develop mechanisms for sharing findings with project teams and stakeholders, enabling adaptive management and timely adjustments to project strategies.
Evaluation and Learning:
Conducting Evaluations: Organize mid-term and final evaluations, as well as ad hoc assessments, to measure the overall impact of the project. Coordinate with external evaluators if required.
Facilitating Learning: Use evaluation findings to identify best practices and areas for improvement. Facilitate learning sessions and workshops to disseminate lessons learned among project staff and partners.
Adaptive Management: Recommend adjustments to project strategies and activities based on evaluation insights, ensuring that the project remains responsive to the needs of women IDPs and other stakeholders.
Coordination and Collaboration:
Stakeholder Engagement: Work closely with project management, field staff, local partners, and donor agencies to ensure that the M&E processes align with project goals and donor requirements.
Capacity Building: Support training and capacity building for local staff and partners on M&E practices and data management, ensuring sustainability and local ownership of the M&E process.
Communication: Serve as the primary point of contact for all M&E-related inquiries and communications, ensuring transparency and accountability throughout the project lifecycle.
Compliance and Accountability:
Adherence to Standards: Ensure that all M&E activities comply with donor guidelines, ethical standards, and project policies.
Risk Management: Identify potential risks related to data collection and evaluation processes and develop mitigation strategies.
Documentation: Maintain comprehensive records of all M&E activities, methodologies, and findings, contributing to institutional knowledge and future project planning.
And any other task that maybe assigned to you by your supervisor.
