Description
IOM, in partnership with NAPTIP within the context of the Project - Strengthening Prosecutorial and Protection Responses to Combat Trafficking in Nigeria, implemented with funding from the Swiss government, aims to train and empower criminal justice officials to investigate better and prosecute human trafficking cases.
The project interventions include developing and revising contextualised training manuals on a victim-centered investigation, prosecution, and adjudication of trafficking cases and sentencing guidelines, conducting workshops, facilitating knowledge exchange exercises between Nigerian and European officials and developing practice direction for High Court and Federal High Court Judges adjudicating TIP cases.
This intervention aligns with the National Plan of Action on Human Trafficking 2022-2026, focusing on improving the capacities of prosecutors, enhancing judges' knowledge, and strengthening collaboration among prosecutors and investigators.

Responsibilities
The Consultant will work under the direct supervision of the Programme Officer, Policy, Governance, Liaison and Support Department to develop/revise the training manual on a victim-centered adjudication of trafficking in person cases and deliver training to judges for the duration of 10 months.
Performance indicators for the evaluation of results
Develop a work plan and methodology for delivering the consultancy in coordination with NAPTIP and the Project team.
Conduct desk research to mine data and information relevant to the assignment.
Submit an inception report on the assignment.
Closely engaging relevant stakeholders, revise the training manuals on adjudicating cases of human trafficking based on national legislation, the international legal framework, and best practices while reflecting the national context, capturing emerging issues, including cross-border collaboration, relevance and admissibility of evidence from other jurisdictions, etc.
Develop facilitator’s guide/detailed instructions for the training, including methodology for each session (i.e., brainstorming, flipcharts, role play), developing activity handouts and the training evaluation tools.
Facilitate one review and validation workshop on the revised training manual with relevant stakeholders, including trainers from the training institutions and operatives
In close collaboration with the consultants engaged to review the training manual for investigators and prosecutors, develop a comprehensive casework on trafficking in persons, cover significant stages, and address the legal issues in criminal trials and proceedings of cases trafficking in persons.
Facilitate 3 training sessions (One specific workshop for judges and two joint training workshops with investigators and prosecutors) using the manual and casework.
Closely engaging relevant stakeholders develop a sentencing guidelines and Practice Direction for judges of High Courts and federal High Court on cases of Human Trafficking
Undertake duty travel as necessary to complete the tasks mentioned above.
Draft and submit a comprehensive final report of the assignment
Advanced University Law Degree from an accredited academic institution with certification to practice in Nigeria.
Twenty years of experience (Fifteen years for candidates holding a first level university degree) in the field of criminal justice.
Specific experience working on cases of trafficking in persons and smuggling of migrants is an added advantage.
Demonstrated experience in the development of training manuals and execution of trainings.
Demonstrated experience in developing sentencing guidelines, practice directions and other adjudication resources.
Demonstrated experience and knowledge of the Judicial system in Nigeria and working with judicial officers and authorities in Nigeria.
Knowledge of the dynamics of trafficking in person and smuggling of migrants in Nigeria and understanding of national, regional and global issues.
Demonstrated experience in the coordination of complex programmes implying multiple partners and stakeholders.
Experience in liaising with governmental authorities, other international/national institutions and bodies
Proven facilitation skills highly desirable.
Proven ability to meet deadlines.
Excellent Microsoft Word skills and ability to take notes/drafts and produce high-quality written reports.
Motivated, committed, responsible, and able to work independently with limited direct supervision.
