We are recruiting to fill the position below:
Job Title: Manager, Real Estate and Administration (Quality, Health, Safety, and Environment - QHSE)
Location: Cairo, Egypt
General Duties & Responsibilities
Service & SLA Management: Oversee the QHSE team to ensure they provide services 7 days a week, 12 months a year, on a 24-hour basis, in accordance with key performance standards and pre-agreed Service Level Agreements (SLAs).
Regulatory Compliance: Ensure all QHSE team members and Bank employees adhere to Bank policies, environmental requirements, fire and industrial safety rules, sanitary regulations, and other applicable legal and regulatory standards.
Vendor Performance Management: Establish and implement vendor performance management systems, including negotiation, development, and maintenance of performance contracts and SLAs.
Reporting: Maintain clear and efficient periodic reports to the Department Manager, outlining the status of QHSE management plan implementation, activities conducted, challenges encountered, and recommended corrective actions.
QHSE Management:
Develop and manage an effective Occupational Safety, Health, and Environment (OSHE) system, setting clear directives for compliance, risk mitigation, and fostering a strong safety culture within the Bank.
Oversee daily QHSE operations at the Bank’s Headquarters and all other facilities, ensuring compliance with ISO standards, key performance indicators, and pre-agreed SLAs.
Conduct quality awareness programs, providing guidance to all departments on evaluating quality issues and implementing corrective and preventive measures.
Supervise the QHSE team, ensuring due diligence, technical expertise, and operational efficiency in meeting QHSE objectives.
Liaise with external experts and regulatory bodies to keep the Bank updated on the latest QHSE best practices, industry standards, and compliance requirements.
Enforce compliance with health, safety, and environmental procedures, ensuring proper use of emergency equipment and incident response mechanisms.
Maintain detailed records of QHSE activities, including incident reports, accident investigations, audit findings, recommendations, and compliance assessments.
Conduct regular internal audits on Quality, Health, Safety, and Environment processes, identifying areas for improvement and ensuring adherence to Bank policies and international standards.
Lead audit teams in reviewing the effectiveness of the Quality Management System (QMS), performing departmental mini-audits as required.
Uphold and enforce Bank culture, policies, and regulations, ensuring the highest level of quality and service excellence for stakeholder satisfaction.
Collaborate with AATC, Real Estate Management, and Soft Services teams to ensure that all Bank facilities comply with QHSE standards and Bank policies, providing necessary training and support.
Contribute to budget planning and financial forecasting to ensure that QHSE-related activities align with approved financial plans.
Oversee the implementation of ISO 22301 standards across Bank facilities, equipment, and operational systems to enhance resilience and business continuity.
Team Management:
Define and communicate key responsibilities and best practices to ensure the efficient delivery of QHSE reports and successful achievement of objectives.
Evaluate, mentor, and direct QHSE team members, ensuring regular performance assessments and adherence to agreed-upon KPIs.
Establish clear workflows and operational guidelines to ensure the smooth execution of QHSE tasks.
Implement strategies and procedures that align with AATC & Real Estate Management Team objectives and QHSE SLAs.
Foster collaboration, teamwork, and a culture of continuous improvement, ensuring all team members work efficiently and effectively toward shared objectives.
Build trust and accountability within the team by setting clear expectations, creating space for contribution, encouraging innovation, accepting mistakes as learning opportunities, and providing continuous development support.
Other Responsibilities:
Perform additional QHSE-related duties as required by management or dictated by the evolving needs of the Bank’s operational environment.
Qualifications
Education:
Master's Degree in Occupational Health and Safety or any relevant field.
Certifications:
Lead Auditor of Safety Management Systems (ISO 45001).
Lead Auditor of Quality Management Systems (ISO 9001).
Lead Auditor of Environmental Management Systems (ISO 14001).
NEBOSH or equivalent HSE relevant trainings.
Knowledge & Experience:
Experience Required:
Total Years of Experience: More than 10 years.
Experience in the Same Field/Department: 6–10 years.
Experience in the Same Position: 6–10 years.
Technical Skills:
Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, and Outlook).
Strong knowledge of HSE principles.
Excellent knowledge of data analysis and risk assessment.
Familiarity with local and international standards and codes.
