Job Description
The Programme Development, Monitoring, and Evaluation Coordinator will play a crucial role in overseeing the implementation of M&E strategies across multiple projects focused on peace building, policy and governance, climate change, community resilience, and police reform.
The role will support program teams in designing and executing comprehensive monitoring and evaluation frameworks that ensure projects are delivering measurable results, are accountable to stakeholders, and are contributing to overall impact.
The coordinator will help in grants and project development, streamline M&E practices across various projects, enhancing the effectiveness and impact of interventions while ensuring that lessons learned are integrated into future programming.
Responsibilities
The Programme Development, Monitoring, and Evaluation Coordinator will:
Design and implement monitoring and evaluation (M&E) frameworks tailored to the needs and objectives of various projects, ensuring alignment with overall impact goals.
Lead outcome harvesting methodologies to assess the outcomes and impact of project interventions.
Develop and enforce quality assurance processes to optimize program effectiveness and enhance results.
Continuously gather and analyze data to provide evidence-based insights that inform programmatic adjustments, course correction and decision-making.
Foster strong collaboration with internal and external stakeholders, ensuring the dissemination of findings and improving transparency and accountability.
Key Responsibilities
Monitoring and Evaluation Framework Review and Development
Lead the design and implementation of robust M&E frameworks that align with project goals and measurable outcomes across multiple programs.
Establish baseline data and performance indicators that allow for effective tracking and measurement of progress.
Ensure that monitoring tools and methodologies are context-appropriate, adaptable, and based on sound data collection principles.
Outcome Harvesting
Manage and guide the outcome harvesting process to capture significant changes resulting from project activities, ensuring that findings demonstrate impact.
Coordinate with stakeholders, including field teams, local organizations, and beneficiaries, to ensure comprehensive collection of qualitative data.
Facilitate workshops and sessions to collect insights and ensure participatory evaluations that capture diverse perspectives and provide in-depth context.
Program Quality Assurance
Develop and implement quality assurance processes to assess program effectiveness, focusing on sustainability, accountability, and efficiency.
Design and track quality metrics to ensure the continuous improvement of project strategies and the quality of interventions.
Foster the application of best practices across all projects, ensuring consistency and alignment with global standards while adapting them to local contexts.
Data Collection and Analysis
Oversee the development and implementation of data collection methodologies and tools, ensuring that quantitative and qualitative data is accurately captured and analyzed.
Conduct regular data analysis to monitor program performance, identify bottlenecks, and develop actionable recommendations for improvements.
Provide regular feedback to project teams on data collection practices and support the interpretation of findings.
Reporting and Documentation
Prepare and submit comprehensive reports that outline key findings, insights, and recommendations, highlighting project achievements, challenges, and areas for improvement.
Ensure M&E documentation is clear, structured, and accessible, and that it provides stakeholders with transparent, accurate, and timely information on program progress.
Disseminate findings widely within the organization and externally to key stakeholders, ensuring that knowledge is shared effectively for future programming.
Support for Research and Learning Initiatives
Work closely with research teams to design and implement studies and evaluations that support ongoing learning and the development of evidence-based strategies.
Promote the dissemination of research outputs to internal and external stakeholders, ensuring that research findings influence decision-making processes.
Ensure that the findings from research are integrated into continuous improvement efforts, supporting program adaptability and responsiveness to emerging needs.
Stakeholder Engagement
Ensure project progress and results are communicated effectively to key audiences.
Foster strong, transparent relationships with all stakeholders to facilitate collaboration and ensure alignment with project objectives.
Lead discussions and meetings with stakeholders to share M&E findings, gather feedback, and adjust project strategies based on stakeholder input.
Continuous Improvement
Use data-driven insights to identify areas for improvement across project activities, ensuring that each project remains relevant, efficient, and effective.
Lead the adjustment of program strategies based on evaluation findings, ensuring that interventions are continuously optimized.
Support project teams in learning from successes and challenges, promoting a culture of continuous learning and improvement.
Capacity Building
Provide training and mentorship to project staff and field teams, building their capacity in M&E practices, tools, and methodologies.
Develop training materials and guides to enhance staff understanding of M&E concepts and tools, and ensure their effective implementation in field activities.
Ensure that staff and field teams are equipped with the necessary skills and knowledge to perform high-quality data collection and analysis.
Qualifications and Experience
Master’s degree in Statistics, Demography, Social Sciences, Public Policy, Development Studies, or a related field.
Minimum of 7 years of experience in programme development, learning, monitoring, and evaluation across diverse sectors such as social development, governance, community development, or public sector reforms.
Proven experience in designing, implementing M&E frameworks and outcome harvesting methodologies, particularly in complex and multifaceted projects.
Strong experience in data analysis, reporting, and documentation with a proven ability to generate actionable insights from both qualitative and quantitative data.
Demonstrated capacity to build relationships with a wide range of stakeholders, including government agencies, local communities, donors, and NGOs.
Strong experience in capacity building, providing training, and supporting the development of M&E skills in teams.
