Job Title: Procurement Lead (Oil & Gas Pipeline Project)

Job Summary
The Procurement Lead will be responsible for managing and overseeing all procurement activities for the crude and gas pipeline project.
This role involves strategic sourcing, supplier management, contract negotiations, and ensuring procurement operations align with project timelines, budget constraints, and quality standards.
The Procurement Lead will collaborate with engineering, construction, and project management teams to optimize supply chain efficiencies and mitigate risks.
Key Responsibilities
Review and recommend for approval the Contractor’s procurement strategies tailored to the pipeline project, ensuring cost efficiency and regulatory compliance.
Manage the procurement lifecycle, including sourcing, bidding, evaluation, contract negotiation, and supplier performance monitoring.
Qualify potential suppliers, ensuring adherence to project specifications and industry standards.
Collaborate with EPC Contractor’s engineering and project management teams to define material and equipment requirements.
Ensure procurement activities comply with local and international regulations, company policies, and safety standards.
Supervise contract negotiations, ensuring favorable terms and risk mitigation for the company.
Oversee vendor management, assessing supplier performance, and implementing corrective actions as needed.
Coordinate logistics, transportation, and warehousing to ensure timely delivery of materials.
Monitor procurement budgets, cost control measures, and report procurement KPIs to stakeholders.
Develop and maintain strong relationships with key stakeholders, including suppliers, contractors, and regulatory bodies.
Mitigate procurement risks through thorough market analysis, supplier due diligence, and contingency planning.
Utilize procurement software and ERP systems for tracking and managing procurement activities.
Qualifications & Experience
Bachelor’s degree in Supply Chain Management, Procurement, Business Administration, Engineering, or related field.
Minimum 12+ years of experience in procurement within the oil & gas, energy, or pipeline construction sectors.
Proven experience in procurement and contract management for large-scale infrastructure projects.
Strong knowledge of procurement processes, supply chain management, and contract negotiations.
Familiarity with industry standards, local/international procurement regulations, and HSE requirements.
Excellent leadership, communication, and negotiation skills.
Proficiency in procurement software and ERP systems (SAP, Oracle, etc.).
Ability to work under pressure and manage multiple priorities in a fast-paced environment.
Strong analytical and problem-solving skills with a strategic mindset.
Preferred Certifications:
Certified Professional in Supply Management (CPSM)
Certified Purchasing Manager (CPM)
Chartered Institute of Procurement & Supply (CIPS) certification
Work Environment & Conditions:
Office-based with periodic site visits as required.
Travel may be required to supplier locations, project sites, and client meetings.
May involve working in challenging environments, including remote locations and offshore facilities.
