Job Title: Consultant for the Development of National Referral Mechanism for Migrants in Vulnerable Situations in Nigeria

Job Description
Project Context and Scope:

  • The Increasing number of  migrants in vulnerable situations requiring protection assistance identified by relevant actor highlights the need for enhanced coordination and referral among these actors.
  • In response to some of these protection concerns , Nigeria has in place gulidelines on National Referal Mechanisms for protection and assistance to Trafficked persons in Nigeria, which provides step by step procedures for assisting victims of trafficking.
  • Consequently, this entails broadening the scope of the current National Referral Mechanisms (NRM) to cover for other vulnerable migrants including  stranded migrants, unaccompanied and separated migrant children, refugees, internally displaced persons (IDPs), and stateless persons.
  • Expanding the scope of the current NRMs is essential to address the complex and evolving challenges faced by these vulnerable populations in Nigeria and ensure that they receive equitable access to protection, assistance, and services that address their specific vulnerabilities.
  • The NRM will also complement the Standard Operating Procedure on return, readmission and reintegration of migrants which provides set guidance to facilitate the systematic, well-coordinated, integrated and continuous process of the safe, dignified and voluntary return of Nigerians who have been in irregular migratory situation, whilst adhering to confidentiality and protection principles by providing a roadmap for the management of vulnerable migrants irrespective of the vulnerabilities.
  • IOM is currently implementing a project entitled “Cooperation on Migration and Partnership to Achieve Sustanable Solutions (COMPASS) initiative.
  • The programe contributes to strengthening migration governance systems , multi -stakeholder cooperation and services that facilitate orderly and regular migration as well as protection and upholding the rights of migrants.
  • The Project aims at supporting the efforts of the Government of Nigeria through the Ministry of Humanitarian Affairs  with the expanding the scope of the NRM to include other migrants in vulnerable situations.
  • Under the direct supervision and the guidance of the Protection Officer, or the designated representative, the selected consultant will develop the NRM and other complimentary tools for all migrants in vulnerable situations.
  • Organizational Department / Unit to which the Consultant is contributing Migrant Protection and Assistance Department.  

Responsibilities
Tasks to be performed under this contract:

  • Conduct a desk review based on existing policies and frameworks related to NRM (forms /tools/guidelines, flow charts).
  • Presentation of inception report for stakeholders review and inputs.
  • Conduct a service provider mapping in  one state of high return from each of the 6 geo political zones.  
  • Focus Group Discussions (FGD) /Consultations in federal and selected states ensuring the inclusion of  vulnerable migrants  in one state of high return  from each of the  6 geo political zones.  
  • In collaboration with the National Commission for Refugees, Migrants and Internally Displaced Persons (NCFRMI), UN migration network (OHCHR, UNHCR and UNICEF in particular) and relevant state and non-state actors, the consultant will develop the NRM Gulidelines and other complementary tools including flow chart,  initial assessment  forms, service provider directory.
  • In collaboration with IOM convene a two day review workshop with relevant stakeholders.
  • Convene a  validation meeting with relevant stakeholders.
  • Develop a training manual for the validated National Referral Mechanisms for protection and assistance of vulnerable migrants.
  • Conduct a five-day Training of Trainers (ToTs) on the validated National Referral Mechanisms using the manual.
  • Operationalisation in one state of high return  from each of the  6 geo political zones.  

Realistic delivery dates and details as to how the work must be delivered

Conduct a desk review based  on existing policies and frameworks related to NRM. - 1st Deliverable – by 28th May 2025

  • Conduct a service provider mapping in selected states. (FGD /Consultations in federal and selected  states ensuring the inclusion of  vulnerable migrants  (6 geo political zones).

Deliverable: Payment of 25% amount of total consultancy service fees upon submission of desk review and service mapping report and approval by IOM. - 2nd Deliverable - by 24th July 2025

  • Development of  NRM Gulidelines and other complementary tools including flow chart, Profiling forms, service provider directory.
  • Review and feedback IOM/NCFRMI.
  • Convene a two day review workshop with relevant stakeholders.
  • Convene a validation meeting with relevant stakeholders.

Deliverable: Payment of additional 50% amount of total consultancy service fees upon submission and approval of validated documents by IOM. - 3rd Deliverable – 30th September 2025

  • Develop a training manual  for the validated National Referral Mechanisms for protection and assistance of vulnerable migrants.
  • Review and feedback IOM/NCFRMI.
  • Conduct a five -day Training of Trainers (ToTs) on the validated National Referral Mechanisms using the manual.
  • Operationalisation in selected states.

Deliverable: third instalment (25%) of payment for consultancy service fees to be made upon submission and approval by IOM of final documents and  report validated.

Performance indicators for the evaluation of results
Timeliness:

  • Adherence to Project Timeline: Ensure that all deliverables are completed within the specified timeframes. This includes the timely completion of desk reviews, service provider mapping, focus group discussions, development of guidelines, and training sessions.

Quality of Deliverables:

  • Comprehensiveness and Accuracy: The developed NRM guidelines, complementary tools, and training manuals should be comprehensive, accurate, and relevant. The content should be clear, usable, and tailored to the needs of the stakeholders.
  • Report Writing and Facilitation Skills: Proven ability to write concise reports in English and facilitate workshops effectively.

Stakeholder Engagement:

  • Level of Engagement: Measure the level of engagement and satisfaction of stakeholders during the review and validation workshops, focus group discussions, and consultations. This includes effective communication and collaboration with relevant actors.
  • Stakeholder Feedback: Collect and analyse feedback from stakeholders to ensure their needs and concerns are addressed7.

Training Effectiveness:

  • Training of Trainers (ToTs) Sessions: Evaluate the effectiveness of the ToTs sessions based on participant feedback and the successful implementation of the training manual.
  • Participant Satisfaction: Measure the satisfaction of participants in the training sessions through surveys and feedback forms.

Operationalization:

  • Implementation of NRM: Assess the successful operationalization of the NRM in selected states. This includes the practical application of the developed tools and guidelines by service providers and stakeholders.
  • Monitoring and Evaluation: Establish a monitoring and evaluation framework to track the progress and impact of the NRM implementation.

Qualifications
Education:
Education, Experience and/or skills required:

  • An advanced University Degree in Law, Social Work or other related field with five (5) or more years of experience working in a similar field. Preference will be given to those who have experience in developing guidance documents with Government institutions with a focus on migration, protection services, gender mainstreaming, rights-based approaches and trafficking in persons related areas.
  • Experience in working with Government & International organizations the United Nations.
  • Previous working experience in the West African region or Nigeria desirable.
  • Proven ability to write concise reports in English and facilitation skills highly desirable.
  • Excellent Microsoft Package skills and ability to take notes/drafts and produce high-quality written reports.
  • Experience in developing training modules/materials and delivering training is required.
  • Motivated, committed, responsible, and able to work independently with limited direct supervision.

Languages:

  • IOM’s official languages are English, French and Spanish.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Travel required:

  • As and when required in line with the contract (to be covered by IOM)

Duration of the Contract:

  • The duration of the contract will be 7 months (or 140 working days).

The Consultant will be responsible for:

  • All the deliverables as set out in the ToR.

IOM will be Responsible for:

  • Costs for local travel where applicable. This will include flight ticket or administrative related fees terminal transfer cost and accommodation only. Paying taxes.

Criteria for Selection of Individual Consultant:
Upon the advertisement of the Consultancy Notice, qualified individual consultants are expected to submit:

  • CV/Resume, indicating all experience from similar projects, as well as the contact details (email and telephone number) of the candidate and at least three (3) professional references.
  • Technical Proposal (Narrative) detailing methodology approach for the consultancy.
  • Financial Proposal with breakdown of costs.

Notes

  • Any offer made to the candidate in relation to this vacancy notice is subject to funding confirmation.
  • Appointment will be subject to certification that the candidate is medically fit for appointment, verification of residency, visa, and authorizations by the concerned Government, where applicable. Vaccination against COVID-19 will be required for IOM personnel who are hired or otherwise engaged by IOM. As part of the mandatory medical entry on duty clearance, candidates may be requested to provide evidence of full vaccination. Consultants engaged to work on a home-based consultancy who do not need to travel do not need to provide vaccination records, regardless of the length of the consultancy contract.
  • IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
  • IOM does not charge a fee at any stage of its recruitment process (application, interview, processing, training or other fee). IOM does not request any information related to bank accounts.
  • IOM only accepts duly completed applications submitted through the IOM online recruitment system. The online tool also allows candidates to track the status of their application.

Required Skills:
