Job Title: ICT Officer

Main Purpose
Executing the maintenance, follow-up and monitoring of all IT and Telecom equipment, tools and services, as well as ensuring onsite technical support and training of users under his/her responsibility in accord-ance with MSF standards, policies, protocols and procedures, in order to guarantee the efficient use of all IT and Telecom services and infrastructure.
Contract Period: Definite: with the possibility of becoming Indefinite contingent upon successful completion of the probationary period and satisfactory performance.
Main Duties and Responsibilities
Monitoring, maintaining and following up on all Information Technology (IT) and Telecom equipment, tools and services in the mission, in accordance with MSF standards, policies, protocols and procedures;
Supervising, implementing and improving data security protocols (data saving, firewall, User Access right, backup, security for equipment and software, etc.) to ensure data security, availability, and immediate opera-tional recovery and continuity in case of emergency;
Providing technical support and presenting MSF standards, policies, protocols and procedures to all users. Providing advanced technical support to logistics experts dealing with IT and Telecom systems. When needed, liaise with the Information Systems (IS) Specialist and/or HQ Technical Referent for 2nd line support, as well as with external providers, to ensure any incidents or problems that cannot be solved at his/her level are appro-priately escalated;
Providing educational support (briefing, training and support, etc.) to all users. Providing advanced educational support (briefing, training and support, etc.) to logistics experts dealing with IT and Telecom systems;
Providing regular activity reports for the sites under his/her responsibility in accordance with MSF guidelines. Updating and archiving all user and ICT (Information and Communications Technology) related documentation due to changes in the IT and Telecom infrastructures;
Participating in the establishment of the annual budget of the IT and Telecom families. Providing his/her tech-nical expertise in the local purchase process;
Planning, preparing and reporting the visits to the site(s) under his/her responsibility to ensure the preceding points;

MSF Section / Context Specific Accountabilities
In addition to the above:
Acting as Geographical Information Systems focal point for the mission (30 %) o Act as the GIS focal point for the mission, understanding the value of GIS in operations and ensuring GIS needs are addressed effectively.
Support the users in assessing their GIS needs and formulating requests in the Service Portal or with the GISAdvisor; Ensure prompt complex requests escalation (Regional GIS / GIS Centre) when necessary;
Raise awareness, promoting “GIS on Offer” and providing training to staff with simple data collection & GIS tools; mainly the GeoMSF platform: The Catalogue, The Resource Centre, My GeoSpace, Service Portal and the MSF Mapper, but also data collection tools like OSMAnd.; identify support opportunities and propose appropriate GIS products & services.
Give first line support in accordance with MSF quality standards, including out of office hours for emergency management when appropriate.
Acting as Log Information and Knowledge management focal point (10 %):
Support all project teams in the day-to-day use of information and knowledge manage-ment tools (e.g Online Job request); Act as a mission focal point for the implementation of the assets management tools (e.g Track My Stuff)
Contribute to the development and maintenance of online tools & applications to streamline processes and improve efficiency in Log (e.g power automate).
MinimumRequired Skills and Qualifications
Education:
Essential: Bachelor’s or Master’s Degree in information technology, Computer Science, or closely related field
Asset: A Master in GIS & Remote Sensing is an asset.
Experience:
Essential: Min 2 years of proven experience in ICT support
Essential: Experience with hardware and software troubleshooting, network manage-ment, and IT security best practices.
Asset: Experience working with various GIS applications, mapping tools, and spatial analysis techniques.
Asset: Experience of 1 year in working in NGO or large corporate sector.
Essential Skills:
Skills in ICT system related to the main accountabilities.
Basic skills in Geographical Information Systems (OSM and, basic mapping, QGIS/ArcGIS,
Working knowledge of Microsoft tools: Excel, SharePoint, Power automates
Basic skills in Data management (Excel: filters, conditional formatting, VLOOKUP, con-ditional functions.
