Job Overview
The Policy Innovation Centre (PIC) is seeks to hire a Monitoring, Evaluation, and Learning (MEL) Advisor to support its projects in Nigeria.
The MEL Advisor will oversee project-level MEL activities, ensuring high-quality monitoring, evaluation, and reporting, including effective information management and geographic information systems (GIS) use.
Job Responsibilities
Program Management:
Set up the MEL system, including systems for efficient data collection, analysis, and visualization to monitor project progress effectively.
Develop and review frequently the Project's MEL Plan including Data Management Plan.
Oversee the implementation of the MEL System with a focus on tracking key performance indicators and measuring impact.
Support baseline, midline, and endline evaluations to assess the effectiveness and sustainability of project interventions.
Train project team members and partners on their ME&L responsibilities
Directly manage MEL staff in day-to-day MEL activities, as well as provide technical oversight of additional MEL staff located in field offices.
Update MEL and project management systems to reflect program progress and needs; enforce proper usage of these systems by program staff.
Present data analysis and periodic reporting in consultation with technical staff.
Ensure that lessons learned throughout the project are captured and communicated to internal and external stakeholders through appropriate channels.
Liaise with various stakeholders and project-related donors on relevant program MEL concerns.
Take on overall responsibility for project reporting including Weekly, Monthly, Quarterly, Annual, Final, and ad-hoc reports.
Provide actionable insights and real-time feedback to support adaptive management and continuous project improvement.
Train and mentor project staff and partners in M&E best practices, building capacity across teams.
Prepare and disseminate comprehensive M&E reports for internal use and external stakeholders, including funders and policymakers.
Team Management:
Develop the capacity of the team, deepen understanding of their roles and assist with career development.
Assist team members with information, tools and resources to improve performance & reach objectives.
Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.
Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
Undertake other responsibilities as assigned.
Qualifications /Job Requirements
M.Sc Degree in Data Sience, Public Health, Monitoring and Evaluation, Social Science, International Development, Evaluation Research, Statistics, or a related field.
Minimum of 6 years work experience in M&E
Proficiency in M&E software such as DHIS2, Tableau, or Power BI, with a strong aptitude for data visualization.
Advanced analytical skills and the ability to interpret and synthesize complex datasets into practical insights.
Expertise in participatory M&E approaches that engage stakeholders and enhance program ownership and accountability.
Experience conducting data quality assurance (DQA).
