Job Summary
To lead and manage all aspects of vessel’s operations (including the Safety management System) and resources to deliver cost effective, timely and high-quality services.
Act as SICL’s DPA in the safety chain of the vessel operations; a reliable connection between the management and the crewmembers and to supervise the operations of the vessels, and ensuring that adequate resources and shore-based support are applied.
Context:
The Senior Marine Superintendent/DPA is responsible for directly managing, supporting and providing direction and leadership to the operations of the vessels and safety of the crewmembers.
Oversees the day-to-day operations of the deck department of the vessel, ensuring maximum efficiency, quality and productivity while minimizing costs, waste and ineffectiveness
The Designated Person Ashore (DPA) is the significant employee in the safety chain for the vessel operations.
Ensure the proper implementation of the ISM / ISPS codes, both on board the vessels and in the office.
Reliable connection between the management and the seamen to supervise the operations of the vessels, monitoring the safety and pollution prevention aspects of the operation of each vessel and ensuring that adequate resources and shorebased support are applied.
Administering the company's engineering strategy, policy and procedures
Duties and Responsibilities
The Marine Superintendent / DPA is required to:
Coordinate and direct the operations of the Vessel, making detailed plans to accomplish goals and directing the integration of the vessel’s operations with business priorities.
Monitoring the Safety Management Systems and report the position if remedial action or changes to the system are needed.
Collating Masters review to update the SMS
Ensure that vessel crew adhered to all procedures and comply with international safety management (ISM), classification society rules, and Maritime insurance.
Serve as the custodian of the SMS and train seagoing staff on the contents and application.
Monitoring the safety and pollution prevention aspects of each vessel in the fleet;
Develop and maintain suitable and relevant health, safety and environmental (HSE) policies
To ensure that vessels and operating systems are maintained in a condition that is fit for purpose.
To review the suitability of operating and safety systems at timely intervals.
To ensure that corrective actions are completed for non-conformances raised during internal and external audit.
To ensure that crew are adequately trained and qualified, in compliance with current legislation.
To promote a safety culture that strives for continuous improvement and thereby minimises the risk of personnel injury and environmental pollution.
Ensure Lost Time Injuries (LTI) is reduced to zero throughout the year in all company’s locations.
Ensure that all audit requirements for office and vessels are met
Supervise HSE Prequel/ Tender documents to meet client(s) demand/ standard during contract bidding.
Ensures that all vessel operations are carried out in a healthy and safe manner and in strict adherence to safety rules and procedures.
Review daily reports from vessels and intervene as may be required.
Participate actively in management site tours.
Actively involved in cadetship training scheme, serving as a mentor to deck cadets xx. Leading the berthing party to receive vessels at port calls
Facilitate all quarterly management HSE committee/ Management Review meetings.
Submit monthly report of departmental activities to the General Manager. xxiii. Performs other duties as assigned or required.
