Job Title: Monitoring Evaluation and Learning Officer (MEL)

Scope of Work
The Monitoring, Evaluation and Learning Officer reports directly to the Director of Programs and collaborates closely with the Programs Officer and other team members.
He/she will be responsible for developing and implementing comprehensive monitoring, evaluation, and learning strategies to assess the impact and effectiveness of BCAI's programs and initiatives.
The MEL Officer will ensure data-driven decision-making, continuous improvement, and knowledge-sharing within and outside the organisation where necessary.
Responsibilities
Developing and implementing a robust monitoring, evaluation, and learning framework to track progress, measure outcomes, and assess the impact on programs and projects.
Perform or assist in data collection, data entry, data validation, and data quality assessment.
Collaborate with program teams to establish clear indicators, targets, and benchmarks for measuring success and tracking progress towards organizational goals.
Conduct regular data analysis and prepare comprehensive reports, visualizations, and presentations to communicate findings, insights, and recommendations to stakeholders, including donors, partners, and senior management.
Coordinate and facilitate evaluations, including baseline, midline, and endline assessments, to assess the effectiveness and impact of programs and projects.
Identify best practices, lessons learned, and areas for improvement based on data analysis and evaluation findings, and provide recommendations for program adjustments and enhancements.
Continuously seek opportunities to improve M&E systems and processes, staying up-to-date with the latest trends and innovations in the field.
Collaborate with the Communications Officer to develop and disseminate compelling stories, case studies, and multimedia content that showcase the impact of BCAI's work and share lessons learned.
Demonstrate a high level of professionalism when dealing with sensitive and confidential documents and information, and with co-workers and partners.
Qualifications
First degree in Social Sciences, Statistics, or a related field and relevant certification in Monitoring, Evaluation, and Learning from a recognized institution.
3 - 5 years of relevant experience in monitoring, evaluation, and learning, preferably within the non profit sector or an NGO environment.
Strong analytical skills with experience in developing M&E frameworks and conducting impact evaluations.
Familiarity with quantitative and qualitative data collection methods and analysis techniques.
Proficiency in data analysis software and tools (e.g., SPSS, STATA, R) and data visualization tools.
Excellent analytical and critical thinking skills.
Excellent communication skills, with a proven ability to write clear and impactful research papers, reports, and policy briefs.
Ability to work collaboratively with diverse stakeholders and teams.
Attention to detail and accuracy in data management and reporting.
Familiarity with project management principles and processes.
