Description
The Head of Support role is a Country Management Group position that oversees all the support functions, logistics, human resources, finances and ICT within the mission.
The role is key to ensuring NRC’s programmes and partners are receiving the support needed to implement assistance of high quality and help more, better.
You are a visionary but practical leader who is able to simplify complexity, support other high-level colleagues, and who can help ensure NRC remains a strong partner to its donors and a valuable and relevant member of the humanitarian community in Nigeria.
Responsibilities
What you will do:
Line management for support managers of Finance, HR, Admin and Logistics and ICT
Member of the Country Management Group (CMG)
Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements
Facilitate the support function`s strategic input to the development of the Country Strategy and Plan of Action
Accountable to ensure quality support to project implementation
Facilitate the establishment and monitoring of master support budget, country level budgets and the Budget Programme Overview (BPO), including assessment and monitoring of costs and resource allocation
Responsible for the strategic development of country structures, related technical systems, human resource capacity and allocation
Accountable for the development of new and updated country specific technical SOPs, guidelines and tools related to programme support.
Collaborates with and supports the Risk and Compliance Manager in the resolution of fraud and corruption investigations and complaints.
Provide input on operational support in proposal development, coordinate and align operational support with programme plans
Specific responsibilities:
Contribute actively to strategic and key operational matters in budget management, logistics, and human resource management
Provide input regarding operational support to country strategy and contingency plan
Lead NRC internal policy and procedure development and reviews and contribute to strategic planning processes, including the development of efficient systems to achieve set objectives in the country
Ensure quality procurement and recruitment
Ensure organisational learning related to programme support, including technical capacity building
Implement regular follow ups with the support departments and staff in all geographical areas of the DRC
Cooperate with the Head of Programme (HOP) to ensure the quality control of proposals, budgets, and reports to donors and to local authorities
Support the Country Director with operational and support aspects enabling the effective implementation of projects in the country
Keep the Country Director informed about all support department issues of relevance to the overall management and coordination of the country programme
Prepare and control the quality of required reports to the Country Director, Regional Programme Director, NRC HQ (incl. monthly, triannual, and annual programme reports)
Ensure optimal use of human resources in the support department, incl. promotion of teamwork and team spirit, and ensure adequate development of staff
Undertake any other duties assigned by the CD as required
Requirements
What we are looking for:
Minimum 6 years of relevant experience from a senior management position in a humanitarian/ recovery context
Experience from working in complex and volatile contexts
Expertise in allocation of resources and costs
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English-both written and verbal
Context/Specific skills, knowledge, and experience:
Ability to work under pressure and deliver on multiple and diverse priorities
Good understanding of field challenges
Solution-oriented attitude
Work experience in Nigeria or simialr context is an asset
Strong technical knowledge of NRC procedures on finance, logistics and HR
