The Senior Technical Advisor (STA) will provide support to two current grants in Nigeria. The STA will work under the supervision of the Country Representative (CR) and work closely with the BMGF HPV Grant Technical Strategy Partner (TSP) and Fleming Fund Project Director.
On the BMGF Grant, the STA will serve as a Senior Project Manager, responsible for all aspects of project management, implementation and overall monitoring of project progress against benchmarks of the BMGF HPV grant.
The role ensures that the activities are implemented as planned and deviations in activity timelines are flagged for the attention of the TSP.
The role contributes to the design and implementation of technical activities in support of the project’s objectives, ensuring timely mobilization of needed high-quality support.
On the Fleming Fund Grant, the STA will work with the Project Director, Senior Project Manager and technical leads.
The Senior Project Manager will support the overall monitoring of project progress against benchmarks.
The Senior Project Manager ensures that the activities are implemented as planned and deviations in activity timelines are flagged for the attention of the PD.
S/he contributes to the design and implementation of technical activities in support of the project’s objectives, ensuring timely mobilization of needed high-quality support to the project teams.
About the Projects
The overall purpose of the Nigeria HPV Vaccine Evidence-Informed Technical Advocacy project is to identify critical data and evidence to drive policy for the sustained delivery of HPV vaccination in Kano, Kaduna, and Lagos.
This will include establishing the costs of delivering and sustaining the delivery of HPV vaccination, analyzing current gaps and barriers preventing sustained delivery, and identifying the necessary coordination and collaboration between federal, state, and local actors to ensure sustained delivery of the HPV vaccine in Kano, Kaduna and Lagos.
Identifying these data points will provide an evidence base for advocacy, scale up and sustainability of HPV vaccination in the aforementioned 3 states, and Nigeria at large. The project is funded from September 2024 – October 2025.
The Fleming Fund aims to respond to the global threat of drug-resistant infections, also known as antimicrobial resistance (AMR). The aim of the Fleming Fund’s program of country, regional and fellowship grants, managed by Mott MacDonald, is to improve the ability of Fleming Fund countries to diagnose drug resistant bacteria, and generate data and strengthen surveillance to inform policy and practice at national and international levels.
During Phase I, support has been provided to >200 surveillance sites in Africa and Asia. About two-thirds of these have been in the human health sector with the remainder being in animal health, veterinary services, food safety and environment laboratories.
Phase II of the Fleming Fund provides further support to Fleming Fund countries. Investing in similar areas, the program focusses on four outcomes:
Production of quality AMR/U/C and burden data
Quality analyses of data
Sharing analyses and data with decision-makers
Promoting sustainable investment to counter AMR
Key Responsibilities
BMGF:
Provide oversight of in-country activities under this project. This may necessitate local travel to Kano, Kaduna, and Lagos;
Serve as key liaison with the two sub-awardees including organizing and leading regular coordination meetings between partners;
Trouble-shoot challenges that may arise with sub-awardees;
Manage IRB processes;
Lead introduction of activities and initial engagement with government stakeholders and support the Country Representative and TSP in stakeholder engagement, fostering positive relationships and ensuring alignment with project goals;
Co-monitor progress on activities and deliverables in collaboration with the GHSI technical POCs;
As requested, prepare regular updates for TSP and the donor, providing clear visibility into project progress.
As requested, assist in donor engagement and communications;
Track milestones and deliverables, identifying and addressing potential risks and issues in a timely manner.
Fleming Fund:
Utilize project management methodology to effectively plan, execute, and monitor project activities.
Coordinate with cross-functional teams on the FF project milestones, deliverables, and timelines.
Prepare regular updates including presentations and reports for the attention of the Project Director, providing clear visibility into project progress.
Assist in donor reporting
Track milestones and deliverables, identifying and addressing potential risks and issues in a timely manner.
Support the PD in stakeholder engagement, fostering positive relationships and ensuring alignment with project goals.
MSH Nigeria:
Provide support to other MSH projects, initiatives, and business development opportunities as they arise
Qualifications
A Postgraduate Degree in Public Health,Bbusiness Administration, Project Management, or a related field.
A minimum of 7 years of professional experience in project management with a strong understanding and practical application of project management approaches. 10 years’ experience is preferred.
Experience working in an international NGO is required.
Proven experience as a Project Manager creating and managing systems, tracking, etc.
Excellent communication, negotiation, conflict resolution, and report writing skills.
Highly organized.
Demonstrated diplomatic and management skills, and the ability to coordinate a diverse team across time zones to a common goal.
Demonstrated leadership and team management abilities. Supervisory experience preferred.
Proficiency in the use of project management software and tools.
Ability to multitask and prioritize tasks effectively in a fast-paced environment.
