Overall Job Function
The position manages and provides hardware and software maintenance, training and consultation, and recommendations about future planning and development of resources.
The incumbent provides these services in an effective and efficient manner that will ensure maximum access to and implementation of technology services and resources.
The successful candidate is responsible for the computer systems within the organization, oversees installation, ensures back-up systems operate effectively, makes recommendations for hardware and software, provides ICT technology infrastructures, and contributes to organizational policy regarding quality standards and strategic planning.
Essential Duties and Responsibilities
Plan, organize, coordinate and evaluate the operations of information systems and electronic data processing;
Develop and implement policies and procedures for electronic data processing and computer systems operations and development;
Meet with staff periodically to discuss system requirements, specifications, costs and timelines for deployment of IT infrastructure
Assist in the management of information systems personnel and contractors to design, develop, implement, operate and administer computer and telecommunications software, networks and information systems
Evaluate user needs and system functionality and ensuring that ICT facilities meet these needs;
Plan, develop and assist in the implementation of ICT budgets, obtain competitive prices from suppliers where appropriate, to ensure cost effectiveness;
Schedule upgrades and security backups of hardware and software systems; researching and installing new systems;
Ensuring the smooth running of all ICT systems, including anti-virus software, print services and email provision;
Ensure that software licensing laws are adhered to; providing secure access to the network for remote users;
Ensuring the security of data from internal and external attack; providing users with appropriate support and advice;
Manage crisis situations, which may involve complex technical hardware or software problems;
Mentor and train new ICT support staff; keeping up to date with the latest technologies.
Direct the activities of subordinate analysts in the development of new information technology systems and enhancement to existing automated systems.
Direct or participate in the development of documents for service requests.
Evaluate and review requests for information systems hardware, software, or services.
Assist in the development, compilation, maintenance, and documentation of computer monitor systems, vendor-supplied packaged programs, macros, utilities, data communications programs, and other highly technical programs.
Provide guidance to the systems, programming, and operation staff in the solution of hardware and software related problems.
Coordinate the implementation and maintenance of computer software.
Direct the investigation and analysis of computer equipment and related software; supply management with documentation of advantages and disadvantages.
Disseminate detailed descriptions of new or modified hardware/software systems and instructions for their use.
Develop cost estimates, human resource requirements, work plans, time schedules, and make work assignments to meet objectives.
Establish and monitor program priorities, objectives, and procedures, determining area objectives, targets of service, and needs resource allocation.
Perform any other duties as assigned by supervisor or his/her designate.
Qualifications
Bachelor’s Degree in Computer Sciences, or a related field with 4 years working experience; Experience in managing an Information Technology operation is required
Considerable experience in the field of information technology, including experience supervising technical staff;
Thorough knowledge of system development methods used for the development of new systems and enhancements to existing information systems.
Thorough knowledge of advanced concepts and basic operating principles of data communications and information systems hardware and software.
Thorough knowledge of computer monitoring systems, vendor-supplied packaged programs, macros, utilities, and other highly technical programs.
Ability to gather and analyze facts, draw conclusions, define problems, and suggest solutions.
Ability to use programming procedures and techniques in the implementation of computer programs.
Ability to conduct training and informational sessions.
