Team Purpose
The state team contributes to health system strengthening through provision of systematic and purposeful knowledge and skill transfer to supported facility’s health workers through a structured and effective engagement.

The state team reviews and analyzes sites performance, identify implementation bottle necks and provide structured approaches to improve performance as well as recommends possible solutions to mitigate services disruptions.

The Deputy State Program Manager is a key member of the senior management team and will oversee the implementation of various health interventions including comprehensive HIV care and treatment services across health facilities and communities in Lagos State.
The job holder will support the State Program Manager to supervise multi-disciplinary teams of professionals providing technical support to supported facilities providing HIV/AIDS care and treatment and other health services that are consistent with the organizational goals and project objectives.
H/she will also support the engagement of state ministry of health, State Agency for the Control of AIDS and other relevant MDAs and stakeholders to deepen program ownership and sustainability of the HIV response.
Essential Duties and Responsibilities
Support the State Program Manager in the management and coordination of CIHP’s program activities in Lagos;
Supports the State Program Manager as the point of contact with government officials and coordinate and collaborate with all public sector and NGO partners in the focal states.
With the assistance from the central office staff, monitor all intervention strategies to ensure that they meet administrative, financial and programmatic goals
Provide technical oversight to the implementation of QA/ QI interventions across all supported health facilities and communities
Support the State Program Manager to facilitate government engagement to enhance program ownership and sustainability
Provide technical assistance to enhance synergy between CIHP’s programs and those of the State Clinical Mentors
Coordinate all capacity building activities for HCW and complementary HRH at the health facilities and communities
Review programmatic reports submitted by all sub-partners at the field office level and forward same to the central office.
Prepare monthly status reports on programmatic and fiscal progress of all projects and other relevant activities within the regions and forward same to the central office.
Undertake regular monitoring visits to health facilities and communities as necessary.
Coordinate the effective implementation of services under the sub-contract agreements with the supported facilities and community-based organizations.
Develop performance plans and evaluations of employees, including subordinate supervisors as well as review evaluations to assure equity of individual employee performance objectives, standards and ratings among direct lower level staff/groups.
Assist with individual and site work planning and state strategic planning,
Foster a productive working relationship between the organization and partner facilities
Maintaining an excellent working relationship with counterparts at State and Local government levels, UN system implementing partners, and civil society organizations
Perform any other duties as assigned by supervisor
Any other duty that may be assigned by the State Program Manager
Qualifications and Experience
Minimum of a Master degree in public health or related field
At least 8 years’ post qualification work experience including at least 5 years working in HIV/AIDS programming, health service delivery and community health
Experience in managing moderately complex health projects and engaging multiple stakeholders
Experience engaging with government departments, civil society and other partner organizations
Team management experience and abilities that are conducive to a learning environment
Strong analytical and problem-solving skills, with ability to make sound judgment and offer innovative solutions.
Ability to maintain and manage strong relations, both internally and externally.
Good presentation and facilitation skills.
Proactive, resourceful, solutions-oriented and results-oriented.
