Established in 1991, PHI addresses critical healthcare needs in Nigeria, especially in rural and underserved areas where access to healthcare is limited. PHI operates with two main teams: a full-time staff managing donor-funded health programs, and a volunteer medical team providing free health services in outreach programs. Job Title: Consultant - Evaluation of Masters Training Program

About the Project
Funded by the US CDC, PHI has supported the Federal Ministry of Health’s Port Health Services (PHS) in creating a Master Training Program (MTP).
This program aims to develop skilled leaders in border health security, particularly at Points of Entry (POEs), helping to enhance the response to health threats.
So far, PHI has trained 42 knowledge leaders, impacting over 1,000 personnel from PHS and associated agencies.
Job Overview
We are seeking an experienced consultant to conduct a comprehensive evaluation of the MTP. The evaluation will assess the program's effectiveness, impact, and success in meeting its objectives.
The consultant will provide recommendations to improve and ensure the program’s sustainability, ensuring alignment with organizational goals and measurable outcomes for participants.
Key Responsibilities
Program Evaluation:
Develop and apply a robust evaluation methodology, combining both qualitative and quantitative methods.
Review the program’s objectives, structure, content, and delivery methods.
Assess the program’s effectiveness in meeting participant and organizational needs.
Evaluate the long-term impact on participant performance, behavior changes, and organizational capacity.
Data Collection:
Design and implement evaluation tools such as surveys, interviews, and focus groups to gather feedback from participants, trainers, supervisors, and management.
Conduct field visits, interviews, and focus groups as needed.
Analyze data to identify strengths, weaknesses, and improvement areas.
Report Writing and Presentation:
Prepare a detailed, objective evaluation report with findings.
Identify key success factors, challenges, and lessons learned.
Offer practical recommendations for future training initiatives.
Write a manuscript based on the evaluation results for publication.
Present the findings to key stakeholders.
Stakeholder Engagement:
Work closely with internal stakeholders to understand expectations and context for the evaluation.
Maintain clear communication throughout the process to ensure alignment with organizational priorities.
Sustainability and Impact:
Evaluate the long-term sustainability of the training program.
Assess whether the program has achieved its goal of building the intended capacity.
Recommendations for Improvement:
Provide actionable suggestions to enhance the design, delivery, and follow-up of future training programs.
Propose strategies to improve participant engagement, knowledge retention, and skill application in the workplace.
Required Qualifications and Experience:
Educational Background: Degree in Public Health, Social Sciences, or Organizational Development. A PhD or equivalent is preferred.
Experience:
At least 5 years of experience in program evaluations, especially in training, capacity building, or professional development.
Expertise in both qualitative and quantitative research methods, monitoring and evaluation, data collection, and analysis.
Proven ability to write and publish reports or manuscripts.
Familiarity with adult learning trends, training evaluation frameworks (e.g., Kirkpatrick, CIPP), and organizational development best practices.
Skills:
Strong analytical and critical thinking skills.
Excellent report writing and presentation abilities.
Effective communication and interpersonal skills.
Ability to work independently and manage time effectively.
Proficiency in data analysis software (e.g., SPSS, NVivo, Excel) is a plus
