Job Title: Programme Officer, Strengthening Peace and Resilience in Nigeria (SPRING)

Requisition #: 78100000082
Location: Abuja
Contract Type: Full Time, Fixed Term
Working Hours: 40 hours per week.
Work schedule: Monday to Friday, with regular field travel as and when required.

Background Information

  • The Strengthening Peace and Resilience in Nigeria (SPRiNG) Programme will support a more stable and peaceful Nigeria, the impact of which will be that citizens will benefit from reduced violence and increased resilience to climate change. It will achieve this by supporting Nigerian stakeholders in resolving conflict and improving security, justice, and natural resource management in target areas.
  • SPRiNG will support locally led enhancements to conflict prevention, violence reduction, security and justice and natural resource management; work to remove or lessen the impact of critical barriers to peace; and support partnerships for peace with like-minded international partners to multiply funding spent by the FCDO.
  • SPRiNG is a politically led programme grounded in research, evidence, and science, including political economy, conflict analysis, and environmental science, to ensure that it addresses the root causes of violence. It is problem-driven, evidence-based, iterative, adaptive in approach, reflective, responsive, and scalable.
  • SPRiNG will seek to address a complex set of interwoven political, conflict, and ecological conflict drivers impacting security across North-West and North-Central Nigeria.

About the Position

  • The SPRiNG programme seeks an enthusiastic and experienced Programme Officer to support the design and delivery of a portfolio of projects implemented by the SPRiNG Programme across North-Central and North-West Nigeria.
  • The Programme Officer will support the design and delivery of projects across different workstreams of the programme, ensuring that initiatives contribute to expected outcomes.
  • The Programme Officer will facilitate coordination, problem-solving, and progress tracking and monitoring of the implementation of projects delivered by the programme.

Main Duties
Coordination and Programme Delivery:

  • Support the design of projects by facilitating the preparation of calls for expression of interest, review of concept notes and budgets, and preparation of Terms of Reference for grants and consultancy contracts.
  • Provide support for the management and coordination of the delivery of projects in different workstreams including, but not limited to, workplan maintenance and tracking; budget tracking and reporting; collating, reviewing, and writing report sections.
  • In collaboration with the Programme Management Unit and Regional teams, support the development, roll out and adaptation of project tools and guidance to ensure quality reporting
  • Facilitate effective and regular communication between the programme and implementing partners to enhance shared understanding of programme objectives. This includes liaising regularly with partners to ensure capacity and quality of work are to the necessary standards.
  • Support the effective management and coordination of daily operations within changing security and conflict contexts. This will also involve regular travel to regional locations to oversee project delivery.
  • In collaboration with the Programme Management Unit and Regional teams, ensure that work delivered, activity reports, and narrative reports reconcile with financial disbursements.
  • Facilitate engagement with partners on programme compliance, coordinating programme-level expertise and input (MEL, PEA, GESI, Comms, technical expertise, etc) as required.

Programme Learning and Reporting:

  • Support the planning, organisation and reporting of programme workshops to build capacity, convene coalitions and disseminate research findings, results and lessons of interventions.
  • Feed project and workstream data and analysis into monthly dashboards to capture successes, challenges, and lessons.
  • Support operationalisation of the adaptive programming approach, ensuring that the programme is adapting to changing contexts and evidence of what works.
  • Support the collation of verified project outputs and intermediate outcomes and preparation of success stories, case studies and impact reports of programme initiatives.
  • Support results and lesson sharing activities to identify synergies across programme workstreams, including coordinating Thematic Learning Groups.

Qualifications

  • A relevant Degree. Any other professional course or post-graduate qualifications will be an added advantage.

Aptitude and skills:

  • A re-occurring proven track record demonstrated in governance and social development, peacebuilding, climate adaptation or an environmental management programme in Nigeria.
  • Excellent oral and written communication skills.
  • Excellent understanding of the political and programming context of SPRiNG.
  • Strong background in donor-funded development programming delivery.
  • Strong and credible networks across government and communities at all levels of governance.
  • Experience in managing projects delivered by CSOs.
  • Team player, able to build effective relationships
  • Versatile and willing to learn.
  • Pro-active, self-motivated, and able to thrive in a fast-paced programme and team environment.
