The Center for Advocacy Transparency and Accountability Initiative (CATAI) is established in 2018 as registered NGO with Head Office in Maiduguri - Borno State, with offices across Yobe and Adamawa state. We have been visible in Borno Adamawa and Yobe states implementing projects in Education, Protection (Child /GBV), WaSH, Nutrition, Empowerment/Livelihood, Governance and Peace Building. Our approach is aligned with our mission to enhance services delivery and empower citizens, through our Humanitarian, Development, and peace building nexus (HDP).

We are recruiting to fill the position below:

Job Title: Information Management Officer (IM)

Location: MMC, Maiduguri, Borno
Employment Type: Contract (12 Months)
Position Reports to: MEAL Manager

Project Background

  • In conflict-affected Borno State, Nigeria, women, men, girls, and boys, including children living with disabilities, face compounded challenges amidst escalating violence and instability. The prevalence of child protection (CP) issues and gender-based violence (GBV) is alarmingly high, exacerbated by displacement, poverty, and disrupted social structures. Reports indicate widespread instances of child protection concerns, including forced labor and recruitment by armed groups, further compromising the safety and well-being of children.
  • The project aims to address these gaps by strengthening community-based child protection and GBV prevention systems, improving access to inclusive education and economic opportunities, enhancing communities' capabilities to deliver effective services, and creating a more supportive social and policy environment through awareness activities and advocacy.
  • The project's approach is centered on empowering local communities and strengthening existing child protection (CP) and gender-based violence (GBV) systems. Studies consistently demonstrate that community-based interventions and capacity-building initiatives effectively enhance child protection outcomes, promote resilience, and mitigate risks of violence and exploitation among vulnerable populations. This evidence underscores the importance of fostering sustainable practices and local ownership to ensure a lasting impact in conflict-affected regions like Borno State, Nigeria.

Responsibilities

  • Coordinate data and information management activities at all level:
  • Participate in the relevant data and information management team and activities.
  • Contribute to the design and implement data strategies and systems.
  • Assist the data team and others communicate the status, value, and importance of data.
  • Support the collection, storage, management and protection of data in the region/country or at the global level.
  • Support consolidation of data systems, including the interoperability of operational data and systems.
  • Ensure consistency of data and results for country, global and regional analysis, including cross border analysis and response.
  • Identify risks and opportunities based on insights derived from data.
  • Support the coordination with HQ, external and internal partners on data and information management efforts and mechanisms, including all partner/donor, regional economic commissions and other institutions with statistical or data interests,
  • Improve data quality in the region or globally through field support, capacity building, monitoring and feedback.
    Support data security, data protection and responsible data-sharing.
  • Support offices with data and information management support (if Global or Regional):
  • Provide technical guidance on methodologies, and support for data management activities such as surveys, secondary data reviews, targeting and vulnerability assessments, indicator definition, population estimation, profiling, statistical analysis, predictive analytics, big data, international recommendations, GIS, data visualization, maps, official statistics and other data and information management activities.
  • Support the analysis of primary and secondary data for interpretation and evidence-informed decision making.
  • Support the monitoring of data and information management activities in the relevant offices for integrity, veracity, reliability and credibility and compliance with policies.
  • Document needs and capacities for data management activities.
  • Provide technical and training support to operations.
  • Support assessments and situational analysis process with analytical frameworks, data collection, and analysis (standards, methodologies).
  • Support planning process (standards, methodologies) quality assurance and technical advice on Theories of Change and indicators, as well as with data and statistical analysis
  • Support monitoring by providing quality assurance and technical advice to the monitoring methodologies, data collection and analysis.
  • Review and assess country or region-specific data systems and needs; provide recommendations for solutions.
  • Undertake data and information management activities:
  • Lead and undertake data management activities (definition of needs, data collection, analysis, storage and dissemination)
  • Lead and undertake geospatial analysis, statistical analysis, targeting, surveys, indicator definition and other data management activities.
  • Consolidate data and information for analysis.
  • Support analysis for comparative regional analysis, including political and socio-economic trends.
  • Take part in planning processes (COPs, regional RRP, regional migration response plans, etc.)
  • Undertake the analysis of trends concerning changes at the outcome and impact levels.
  • Develop information management products such as indicators, templates, maps and dashboards.
  • Help ensure data is accurate and stored in data registries and libraries in accordance with standards.
  • Provide population movement tracking systems and other population data systems
  • Support solutions for meeting `communication with communities information and data needs.
  • Work in close collaboration with
    all staff to further data literacy and assist in interpretation the data.
  • Registration staff regarding the use of individual and personally identifiable data collected or managed by CATAI.
  • Cluster coordinators and partners on data and information needs in CATAI-led cluster operations and processes.
  • Perform other related duties as required.

Requirements

  • Degree in Statistics or, Social Science, Management, Economics, Data Science;
  • 5 years in data or statistical field, 3 years in humanitarian context and/or humanitarian or development situation.
  • Experience with data sharing, data management and data analysis to support policy formulation and implementation.
  • Maintain and update relevant information on CATAI PMT, including the documents and information products thereby referenced.
  • Ensure lessons learnt are captured and fed into the country and global level guidance or assessment preparedness activities.
  • Maintain and organize IM folder on SharePoint to keep data updated and easily accessible.
  • Maintain clear communication with the MEAL Manager and provide regular updates on ongoing tasks.
  • Knowledge of national and international statistical systems; knowledge of international protection, human rights and international humanitarian law; experience in data collection and analysis in field situations; knowledge of GIS and geospatial systems and techniques.
  • Knowledge of data analysis required as well as data visualization.
  • Knowledge of database or data manipulation software: ACCESS, Excel, MySQL or PostgreSQL, and/or other statistical programmes (STATA or SPSS) and/or programming languages (R or Python).
  • Good knowledge and experience of data collection tools and platforms, such as Kobo Toolbox and ODK.
  • Knowledge of GIS systems (preferably QGIS).
  • Strong knowledge of data visualization (preferably Powerbase).
  • Strong analytical skills and ability to handle complex issues and data.
  • Understanding emergency CATAI planning mechanisms and outputs (Emergency Appeal, Emergency Plan of Action & Operational update).
  • Excellent written and verbal communication skills are essential with the ability to craft an analytical narrative from data findings.
  • Good understanding of humanitarian responses, actors involved, and the role of evidence-based decision making for the delivery of humanitarian action
  • Strong interpersonal skills and diplomacy in order to manage relationships with many stakeholders and in a complex situational environment.
  • Solid skills in teamwork and coordination so as to be able to bridge the communication between decision makers and technical personnel.
  • Excellent analytical and problem-solving skills, including the ability to synthesize, process and prioritize large amounts of information.
  • Strong attention to detail in both listening and visualization design.
  • Ability to work towards tight deadlines and handle multiple tasks.
  • Additional skills in database management, web design and programming, and internet technologies;
