Child Safeguarding

  • Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

Role Purpose

  • Under the supervision of the ROOSC Project Director with dotted line reporting to the CP Specialist CO, the post-holder will ensure efficient and effective day to day implementation of child protection activities.   
  • The Child Protection Coordinator will have overall responsibility for project activities including supporting the coordination of effective and efficient planning, implementation, and monitoring of the project at field level.
  • The child protection program is currently focused on community-based child protection, Case management, psychosocial support (which includes the provision of psychosocial support to children through community-based child protection networks and child friendly spaces), community strengthening and strengthening for the staff, community members and ministry staff.

Scope of Role

  • The role holder will be primarily responsible for strengthening Child Protection Project management and ensuring quality case management practices are implemented, including integrating child protection in all education activities, Lead coordination of CP activities including rapid CPiE assessment, technical and managerial support to the child protection working group including but not limited to budget and project management.
  • The role will oversee managing projects on PRIME, ensure data accuracy and timely implementation of phased budgets and quality donor reports.
  • The role will lead CP team and oversee people management and support capacity development.
  • The role holder will lead in strengthening BIA/BID process, setting up child friendly spaces and working with the relevant departments such as the department of children services (DCS)

Key Areas of Accountability

  • Lead all child protection activities on the ROOSC Project.
  • Performance management and supervision of all CP staff.
  • Develop and implement a comprehensive integrated strategy to address the needs of out of school children (OOSC) at risk of abuse, neglect and exploitation including other vulnerable children such UASC and SGBV through case management services, Psychosocial Support and referrals to specialized services.
  • Ensure quality BIAs and case management process is maintained.
  • Review of cases and assessment reports.
  • Lead and motivate the Child Protection team to ensure effective project implementation.
  • Ensure key problems are brought to the attention of the Project Director and other relevant senior staff for discussion and review.
  • Ensure that all relevant Child Protection staff receive appropriate induction and training.
  • Make regular support visits to the field.
  • Ensure that the CPIMS Officer aligns their work with the overall goals and objectives of the child protection program.
  • Ensure that data confidentiality and protection protocols are strictly adhered to in line with ethical standards and organizational policies.   
  • Support in coordination of CPIMS upgrades or modifications to the system in collaboration with technical teams or service providers.
  • Review and validate data analysis and reporting conducted by the CPIMS Officer to ensure it meets programmatic and donor requirements.
  • Assist CP teams to identify the technical support required in the implementation, monitoring, and evaluation of project activities.  
  • Develop and undertake training in aspects of child protection for programme and project staff as well as children, partners and community-based child protection networks.
  • Mentor the relevant staff to help continue the project's development, budget, and personnel management capacity.
  • Continue to develop understanding on children’s meaningful participation throughout the programme, and work with child protection staff on strategies to enable children to identify and address the issues of concern to them and promote their voices in local, regional, and national levels.

Monitoring, Evaluation and Reporting:

  • Work with the Monitoring, Evaluation, Accountability and Learning (MEAL) team for monitoring and evaluation of programme activities including taking corrective action where necessary; preparation of Counselling reports, documentation of lessons learnt.
  • Document milestones and success stories on the community-based child protection initiatives.
  • Document programme learning and ensuring it contributes to organizational advocacy.
  • Ensure timely implementation of budgeted activities in addition to budget tracking and control and ensure clarity of reports on the various advocacy aspects in the camps.

Partnerships and coordination:

  • Ensure close coordination of outreach activities with Kaduna State Government and UNICEF to ensure complementarity and synergy.
  • Build partnerships to enhance community participation, ownership, and sustainability of programmes.
  • Collaborate and coordinate with other child protection agencies, government institutions, host community partners and community level structures to promote community ownership and sustainability of CP initiatives.
  • Represent the CP programme and advocate with community as well as other external visitors.  Liaise closely with other child protection actors sector on issues related to vulnerable children.  Ensure that consideration is given to their needs within general child protection strategies.
  • Work with appropriate partners within the child protection sector to ensure the mainstreaming of child protection and those children’s rights are considered in the process of legislation formation and institution building.
  • Where necessary, represent the Child protection Manager and Coordinators in meetings, both internal and external, and engage with the Host Community partner.

Implementation of activities and Accountability:

  • Timely implementation and strict adherence to the DIP
  • Coordinate the timely implementation of all grants and ensure sound and accurate expenditure.
  • Oversee child protection project activities budget expenditures and ensure they are allowable and allocable according to SCI and donor regulations; review monthly Budget vs. Actual and expenditure sheets and collaborate with the finance department to ensure accurate expenditures and reporting.
  • Ensure timely production of activity/events reports and monthly reports as per the agreed timelines.
  • Working Contacts (Internal & External): The job holder is required to have regular contact with other similar organization, children, community, and government organization.
  • Contribute to communications and media work as required.

Program/Project Narrative and Financial Reporting:

  • Work in close collaboration with the Project Director in the review of financial documents and guide child protection project teams in preparation of timely and high-quality progress of monthly, quarterly and annual project narrative and financial reports which are in accordance with the donor reporting schedule and formats.
  • Support, organize and facilitate quarterly child protection follow-ups and progress review meetings to address key performance issues from the reports.
  • Prepare budget forecast for each quarter and submit it timely to Project Director.

General:

  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • The job requires the job holder to have a direct relationship with all staff and field management at all levels in ensuring the organizational policies and procedures.
  • Other tasks as requested by Line Manager.

Qualifications & Experience
Essential Criteria:

  • Minimum of a Bachelor's Degree in Law, Social Work, Development Studies or other related fields.
  • Bachelor’s degree in addition to at least 5 years of accrued working experience in program implementation in an international NGO and those applying partnership approaches is desirable.
  • Experience in managing integrated programmes across different thematic areas, particularly education.
  • Experience of working with Out of School Children (OOSC) and engaging with Local Government and State Authorities in the Northwest Nigeria is an added advantage.
  • Experience in strategic thinking and planning skills, be able to set priorities, prepare manageable plans and to evaluate progress.
  • Strong analytical skills and strategic planning abilities.
  • Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team.
  • Willingness to travel and work in hard-to-reach areas, occasionally under strenuous conditions.
  • Computer literacy and excellent documentation skills are necessary.
  • Availability and willingness to work extra hours during times of humanitarian responses.
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Ability to intervene with crisis management or troubleshooting, as necessary.
  • Highly developed interpersonal and communication skills including influencing, negotiation, and coaching.

  • Fluent English language skills (written and verbal) and Local language skills (Hausa, Fulfulde etc.).
