The National AIDS, Sexually Transmitted Infections Control and Hepatitis Programme (NASCP) is a division of the Department of Public Health, in the Nigeria Federal Ministry of Health (FMH). The concept of NASCP and its mandate is to coordinate the formulation and effective implementation of the Nigeria government policies, guidelines and standard operating procedures for the prevention of new HIV infections as well as improve on the existing treatment, care and support for those persons already infected and affected by the virus in the country.

Job Title: Capacity Building and Knowledge Management Specialist

Background
The Government of Nigeria through the National AIDS/STIs Control Programme (NASCP) is responsible for the health sector response to HIV control in Nigeria, under the Federal Ministry of Health.
As part of our vision to ensure sustained epidemic control in-country, NASCP is implementing a 5-year Government-to-Government grant funded by the United States Centre for Disease Control (US-US-CDC) and it is called the Nigeria Sustainability & HIV Impact Project (NSHIP).
Responsibilities
Facilitate expansion and the use of the ECHO platform to all ART comprehensive sites across the States and FCT;
Preparation of ECHO reports and provide support the hubs and sub-hubs in the implementation of I-ECHO
Work with relevant teams and TWGs to standardise training modules and materials in line with the national guidelines and standard operating procedures (SOPs).
Facilitate the process of integrating comprehensive HIV/AIDS modules into the pre-service and continuing education training curricula.
Conduct capacity needs assessment in liaison with relevant teams involved in HIV service delivery States and the FCT and to identify gaps in the delivery of quality HIV/AIDS clinical management training among health institutions/providers in Nigeria to inform curricula development.
Lead the development and management of an HIV Workforce Registry (HWR);
Facilitate training of trainer’s (ToT) workshops to build the capacity of an identified pool of trainers to routinely train HIV clinical mentors and other actors in health sector response.
Monitor the implementation of recommendations from workshops, meetings, and missions
Contribute to the development of quarterly and annual reports.
Facilitate the creation of a knowledge management (KM) charter in line with the priorities of the NSHIP programme, including a vision, mission and KM strategy.
Work with the ICT team to design, deploy and maintain a knowledge database for NASCP and the NSHIP programme.
Facilitate the selection of knowledge management champions within NASCP’s components and assist them in capturing and sharing data as may be required.

Qualifications & Skills
Bachelor's Degree in relevant field of science, Art or Social Science
Advanced-level qualification in public health, and / or relevant social sciences.
Experienced with a training such as FETP or similar will be an added advantage
Minimum of 10 years’ active post-graduation experience inclusive of NYSC (except with exemption certificate.
Minimum of 5 years’ experience in curriculum development and / or active engagement in delivering capacity building systems and activities
Minimum 3 years’ experience in Health, Education or Social protection
Have at least 3 manuscript publications as first author and atleast 5 publications in total.
Direct experience in curriculum development and development of training tools.
Prior experience in facilitating training workshops
Understanding of knowledge management and the process of creating such a system within a closed group.
Understanding of Nigeria's health data ecosystems
Demonstrated ability to simplify and present complex concepts to a varied audience.
Demonstrable knowledge of the use of electronic platforms for learning
Experience in the use of any data analysis software such as R, SPSS, STATA, SAS, Excel; Power Bi and any other data visualization; collection tools such CAPI, google sheet, etc
Experience with referencing software such Mendeley.
