The Public Health Information Surveillance Solutions and Systems (PHIS3) project is a US Centre for Disease Control and Prevention (CDC) funded project to strengthen systems to improve HIV service delivery and other public health interventions through continuous quality improvement, monitoring and evaluation, Surveillance, Health Informatics and laboratory quality management in Nigeria.
This project will work with implementing partners, national and sub-national health managers, health workers and other stakeholders to strengthen the already existing national data repository and other modules which has helped to improve harmonization of fragmented information systems, reduce duplication of data collection and improve monitoring and tracking of national level health trends and priorities.
Position Summary
PHIS3 seeks a M&E Specialist to support its data management and analytics activities.
The activities include strengthening the Orphans and Vulnerable Children (OVC) Data Management systems used by the Implementing partners. This is a full-time position.
The Specialist M&E will report to the Technical Advisor Monitoring and Evaluation. S/he will work closely with the Senior Technical Specialists to provide support for data reviews, data analysis, development of presentations, and provision of feedback to the rest of the Data Management and Analytics team.
Duties & Responsibilities
The key responsibilities of the technical associate quality improvement include:
Support development, implementation, review, analysis and dissemination of monitoring, evaluation, and surveillance activities of the project.
Support the review and analysis of public health data on all related MIS platforms (NDR, NOMIS, NDRlite, etc) and provision of feedback to required stakeholders.
Work with the CDC partners to support state level implementation of the OVC project in supported states with displayed capacities in building acceptable documentation, reporting, and learning systems.
Centrally coordinate and monitor CDC level OVC data collection, collation, storage, analysis, and reporting while ensuring quality data is incorporated into program reports and/or analysis.
Facilitate relevant OVC/NOMIS workshops, trainings, meetings and virtual learning sessions as required.
Coordinate targeted and routine OVC data upload to the CDC central NOMIS instance to ensure the availability of quality data in a timely manner to CDC for decisions making.
Carry out analytics and prepare presentation slides to support data analysis for the CDC OVC program.
Contribute to innovation and inventions that will simplify and automate processes on the OVC workstream.
Support Surveys, Surveillance, M&E, and operational research activities in NASCP
Perform Quarterly OVC data reporting activities such as generation of OVC flat files, custom indicators, PLHIV line list and OVC program dashboard update.
Provide technical assistance to build the capacity of implementing partners to improve the use of NOMIS for documentation and reporting.
Develop and implement a plan to build the capacity of CBO staff in OVC data management including analysis, use, and dissemination.
Participate in project-led special initiatives, surveys, and studies and provide technical assistance in data management and report writing.
Assist in writing/editing guidelines/SOPs for data entry, management, and analysis.
Provide technical guidance in strategies for improving the quality of OVC data from supported CBOs and overall data dissemination and utilization at the project level.
Participate in OVC data review meetings at various levels, including project level.
Perform other related duties as assigned.
Qualifications
Bachelor’s Degree in Public Health, Health Information Management, Epidemiology, or a related field. MPH will be an added advantage
Five (5) years of relevant experience and demonstrated expertise in the implementation of health programs
A strong data analytic skill is desirable
Excellent knowledge of two or more of the use of spreadsheets, Power Bi, Tableau, or any programming language for data analysis
Knowledge of both OVC M&E and programming is desired
Strong written and oral communication skills for high-level policy audiences (writing examples may be required).
Excellent coordination and information management skills.
The ability to work well under pressure; skilled at change management, crisis management, and problem solving.
Demonstrated knowledge of strategic planning methodology and documentation processes.
Ability to develop and maintain relationships with users and various stakeholders (local and international); developed cultural awareness and innovation sense.
Excellent ability in spoken and written English with a high-level proficiency in a second language highly preferred.
