Job Title: Programme Manager

Job Summary
The Programme Manager will lead and oversee the planning, implementation, and monitoring of humanitarian aid projects aimed at supporting vulnerable populations in crisis-affected areas.
This individual will ensure that programmes are effectively delivered, meet the needs of the affected communities, and align with the organization’s mission and strategic goals.
The role requires strong leadership, project management expertise, and a deep understanding of humanitarian principles.
Key Responsibilities
Lead the design and implementation of humanitarian programmes, ensuring alignment with the organization’s strategic goals, humanitarian principles, and donor requirements.
Develop detailed project plans, including timelines, resource allocation, and risk management strategies.
Oversee the development of budgets and ensure financial resources are allocated and managed effectively.
Ensure that project deliverables are met on time, within scope, and within budget.
Coordinate with local and international stakeholders to ensure the seamless execution of programme activities.
Establish and implement monitoring and evaluation (M&E) frameworks to assess programme impact, effectiveness, and sustainability.
Collect, analyze, and report on programme data, ensuring accurate and timely reporting to donors, stakeholders, and internal teams.
Conduct regular field visits to assess programme activities and ensure adherence to quality standards.
Ensure all reports meet the needs of donors and reflect the progress and challenges faced by the programme.
Lead, mentor, and support programme staff, providing guidance and fostering a collaborative and effective working environment.
Identify training needs for team members and ensure staff are equipped with the necessary skills to effectively implement humanitarian interventions.
Promote a culture of accountability, transparency, and respect for human rights across the programme team.
Build and maintain relationships with key stakeholders including local authorities, humanitarian partners, donors, and beneficiaries.
Ensure effective coordination with other NGOs, UN agencies, and government entities to avoid duplication of efforts and enhance programme impact.
Advocate for the needs of the affected populations and ensure their voices are heard in programme design and delivery.
Monitor security risks in programme areas and ensure that security protocols are in place for staff and beneficiaries.
Assess potential risks and take proactive measures to mitigate them, ensuring the safety of all programme participants.
Ensure adherence to safeguarding policies and best practices related to child protection, gender equality, and sexual exploitation.
Qualifications and Skills
A Bachelor’s or Master’s degree in International Development, Humanitarian Studies, Project Management, or a related field.
At least 5-7 years of experience in programme management within the humanitarian sector, with a proven track record of managing complex, multi-sectoral programmes.
Experience working in challenging field environments, preferably in conflict or post-conflict settings.
Strong knowledge of humanitarian standards and guidelines (e.g., Sphere Standards, the Code of Conduct for the International Red Cross and Red Crescent Movement, etc.).
Skills & Competencies:
Strong project management skills, with experience in the full project cycle (design, implementation, monitoring, and evaluation).
Excellent interpersonal and communication skills, with the ability to build relationships with a wide range of stakeholders.
Ability to work independently and manage competing priorities in a dynamic, high-pressure environment.
Ability to explore and identify vulnerable communities in alignment to NGO's projects or deliverables for implementations
Strong problem-solving skills, with an ability to adapt to changing circumstances and overcome obstacles.
Knowledge of financial management and budgeting in the context of humanitarian programmes.
Cultural sensitivity and the ability to work with diverse teams and communities.
