Position Overview
The Project Controls Manager plays a key role in overseeing and managing all aspects of project controls for an Engineering, Procurement, Construction, and Management (EPCM) project.
This position is responsible for ensuring that the project is completed on time, within budget, and in compliance with the established scope and quality standards.
The Project Controls Manager will be responsible for scheduling, cost control, risk management, and project reporting, collaborating with other departments to track project performance and identify areas for improvement.
Responsibilities
Project Scheduling and Planning:
Develop and manage detailed project schedules, integrating all phases of the EPCM project (engineering, procurement, construction, commissioning, etc.).
Ensure project timelines are realistic, achievable, and aligned with project milestones.
Update and monitor schedules regularly to reflect actual progress, including identifying potential delays and proposing mitigation strategies.
Work with project managers and teams to ensure proper sequencing and coordination of tasks.
Cost Control and Budgeting:
Establish and manage the project budget, ensuring all cost-related activities are tracked and controlled.
Develop cost estimates, conduct cost forecasting, and provide cost variance analysis.
Oversee the tracking of project expenses, procurement activities, and other financial aspects to ensure adherence to the budget.
Report on project financial performance and cost control measures to senior management and stakeholders.
Risk Management:
Identify project risks and uncertainties that could affect the project’s timeline, budget, and quality.
Develop and implement risk mitigation strategies and contingency plans.
Continuously monitor and assess risks throughout the project lifecycle and recommend corrective actions as needed.
Maintain a project risk register and ensure all key risks are documented and communicated to stakeholders.
Project Performance Reporting:
Produce regular project performance reports, including progress updates, financial status, schedule performance, and other key performance indicators (KPIs).
Prepare executive-level reports to inform senior management, stakeholders, and clients of project status and any issues that may affect the project's objectives.
Ensure transparency in reporting and highlight critical deviations from the project plan and their impact.
Change Management:
Oversee the management of project changes, including scope modifications, schedule adjustments, and cost impact assessments.
Collaborate with stakeholders to assess and approve changes, ensuring that all changes are captured and tracked in the project controls systems.
Provide analysis on the impact of changes to project timelines, costs, and resources.
Document Control and Data Management:
Ensure that all project control data (schedules, cost data, reports, risk registers, etc.) are organized, stored, and accessible in accordance with company standards.
Maintain accurate and up-to-date documentation, ensuring that all project controls systems are consistently applied across the project.
Team Leadership and Coordination:
Lead and manage the project controls team, providing guidance, training, and support for team members.
Coordinate with other project teams (engineering, procurement, construction, etc.) to ensure project controls activities are aligned with project needs and objectives.
Promote a culture of collaboration and continuous improvement within the project controls function.
Procurement & Vendor Management:
Work closely with the procurement team to ensure timely acquisition of resources, materials, and services, aligned with the project schedule.
Monitor the performance of contractors and suppliers to ensure timely delivery and compliance with project requirements.
Quality Control:
Ensure that project controls processes and systems are compliant with industry standards, project requirements, and company policies.
Implement and enforce quality assurance and control procedures related to scheduling, cost control, and risk management.
Stakeholder Communication:
Serve as a key point of contact for project controls-related matters for internal and external stakeholders.
Facilitate effective communication between different teams, contractors, suppliers, and clients regarding project performance and any issues that arise.
Qualifications & Requirements
Bachelor’s degree in Engineering, Construction Management, Project Management, or a related field (Master's degree or PMP certification preferred).
At least 15-20 years of experience in project controls or project management, with a strong background in EPCM projects or large-scale construction projects.
Proficiency in project controls software (e.g., Primavera P6, Microsoft Project, SAP, or similar tools).
Strong knowledge of project scheduling, cost management, risk management, and change control processes.
Solid understanding of engineering, procurement, construction, and commissioning processes within an EPCM environment.
Excellent analytical skills and ability to manage large amounts of data to derive meaningful insights.
Exceptional communication, presentation, and negotiation skills, with the ability to interact effectively with stakeholders at all levels.
Strong leadership and team management abilities.
Ability to work under pressure and meet deadlines while maintaining high standards of accuracy and quality.
Knowledge of industry standards, codes, and regulatory requirements for project controls.
