Job Title: HRH Managers Training Program Consultant - Nigeria Health Workforce Management (HWM) Activity

Background
The HWM Activity is learning that there is a need to increase the resource pool of Human Resources for Health (HRH) Managers due to the dearth in the number and capacity of HRH resource persons in the country. To address this capacity gap, HWM is developing an HRH Managers’ Training Program that will be domiciled in the HRH Branch of the Federal Ministry of Health (FMoH) and used by relevant Nigerian Health Training Institutes to train HRH Managers in the country.
This training program will not only capture the core competencies of a public civil servant but also capture the specialized skills expected of an HRH Manager as stipulated within the FMoH HRH Training Manual. Other resources that will be incorporated into this training program include the HWM-integrated HRH information system (iHRIS) training materials and the HWM-developed HRH in a Box tool. HRH in a Box comprises an HRH Management Tool and an HRH Managers Competency Checklist. The HRH Management Tool helps HRH Units reflect on their functions and processes, and the HRH Management Checklist ensures that HRH Managers fulfill their management responsibilities while utilizing relevant policy documents to inform HRH planning, management, and governance.
The target beneficiaries for this training program include:
Directors of Health Planning, Research, and Statistics at national, state, and local levels.
HRH Focal Persons at the Federal, State, and LGA levels.
HRH Focal Persons at the Primary Healthcare Development Agencies /Boards.
Other officers responsible for HRH development at the relevant ministries and agencies.
Staff of Health Training Institutions.
Staff of Health Regulatory Bodies
Members of Professional Associations
HWM seeks to engage the services of two (2) local consultants to develop materials for the HRH Managers’ Training Program.
Reporting Line:
The HRH Managers' Training Program Consultants will report to the HWM Country Director with dotted reporting lines to the HWM Technical Director, IR 2 Technical Lead, and IR 3 Technical Lead.
Location:
The HRH Managers' Training Program Consultancy position is based in Abuja.
Tasks
Review of the relevant HWM materials for the development of the HRH Managers’ Training Program including but not limited to:
FMOH HRH Training Manual
HWM’s HRH in a Box toolkit
HWM’s iHRIS training package
Nigerian Civil Service guidelines that define the core competencies of a public civil servant
Develop training program documents:
Training Facilitators’ Guide
Training Participants’ Guide
Powerpoint presentation containing the training content
Engage key stakeholders:
Gather feedback on the content of the training documents
Update the training documents based on the feedback from key stakeholders
Facilitate the pilot of the HRH Managers’ Training Program
5-day training of approximately 65 national- and state-level participants in Abuja
Incorporate feedback from the pilot into the training documents to produce the final versions.

Finalized versions of the HRH Managers’ Training Program documents, which will include:
A Training Facilitators' Guide This guide will help trainers prepare for sessions, structure the training, and understand the pedagogical approaches needed to achieve learning objectives. It should contain detailed session plans and timelines, tips for engaging participants and facilitating discussions, assessment tools and evaluation methods, and answers to potential questions or challenges that may arise during training.
Training Participants' Guide This guide will provide participants with essential information about the training program, helping them navigate the content and expectations. It should contain an overview of training goals and objectives, step-by-step instructions for activities and assessments, resources for further reading and guidance for participants to provide feedback on the training manual for continuous improvement.
Powerpoint (PPT) Presentation containing the training content The PPT presentation should contain content from the HWM FMOH HRH Training Manual, HWM’s HRH in a Box toolkit and HWM’s iHRIS training package. For each of these 3 training components, the PPT presentation should include a title slide, outline slide, training objectives, key concepts to be covered, visuals to enhance understanding, interactive elements like quizzes or polls, discussion prompts, practical exercises and real-life examples, summary/recap slides, Q&A session and conclusion. The training content should also include content that will equip the participants with the relevant core competencies of a public civil servant.
Monthly report containing an update on the implementation status of assigned tasks and expected deliverables.
End of consultancy report containing a summary of activities carried out to achieve the deliverables -at the end of the consultancy - June 30, 2025.
Timing and Level of Effort:
The period of performance of this consultancy is from November 2024 to June 30, 2025. The expected level of effort is 30 days for each consultant (not to exceed 8 hours per day in a consecutive 5-day work week).
Approach:
The Consultants are expected to execute the scope of work in close collaboration with the HWM team and relevant HWM stakeholders - particularly the FMOH HRH Branch - to produce high-quality technical deliverables
Qualifications
Minimum of a Master’s Degree in Public Health, Health Administration, Human Resources, or a related field.
Experience developing technical documents, manuals, and guidelines relating to HRH, health workforce development, and healthcare management.
Proven expertise in HRH policy development, workforce planning, and health systems strengthening.
