Job Title: IT and Database Manager, Nigeria Third Party Monitoring Project

Project Summary
The purpose of the Nigeria Third Party Monitoring Project (NTPMP) contract is to provide independent, verifiable, primary data regarding the outputs and quality of humanitarian assistance activities funded by the United States Agency for International Development’s Bureau for Humanitarian Assistance (USAID/BHA) in Nigeria through comprehensive third-party monitoring (TPM).
TPM is necessary to ensure USAID/BHA has sufficient information to perform oversight and accountability of implementing partner (IP) activities. Due to the non-permissive environment in Nigeria and the inability of USAID/BHA staff to travel to activity implementation sites, TPM is essential to fulfill this purpose.
USAID/BHA will use TPM information provided by the NTPMP to identify issues and challenges related to the delivery of goods and services, potential large-scale aid diversion, accountability to affected populations, and make real-time programmatic adjustments and inform future programmatic decisions and designs.
Position Summary
The IT and Database Manager will oversee the development, management, and enhancement of data systems and visualization platforms to support the Mission’s monitoring, evaluation, and reporting functions.
This role will provide technical guidance to program offices, technical teams, and implementing partners, ensuring high-quality data management, accessibility, and visualization. Working closely with the Data Management and GIS Specialist, the IT and Database Manager will focus on optimizing data platforms for user-friendly, insightful dashboards and reporting tools.
The position will report to the Senior Learning Advisor and will be based in Abuja. The full-time position is anticipated to last five years and is based in Abuja, Nigeria.
Responsibilities
Manage the design, management, and expansion of project databases and visualization platforms.
Collaborate with stakeholders to gather requirements and adapt existing platforms to meet evolving needs for USAID/BHA and partner projects.
Develop and implement data ontologies, ensuring clear structure and accessibility within reporting platforms.
Oversee data quality control, implementing checks and reviews to maintain accuracy, consistency, and security.
Create monthly, quarterly, and ad hoc statistical and analytical reports for program stakeholders.
Generate data visualizations using tools like Power BI, Tableau, and Google Data Studio to present complex information clearly.
Coordinate platform user access permissions, maintaining role-based access control and ensuring compliance with data security policies.
Guide the iterative development of new platform features, managing communication channels for bug reporting, feature requests, and user feedback.
Support integration of data collection tools and public datasets (e.g., geospatial, IDP, conflict, climate) for contextual and near-real-time insights.
Provide training and technical support to users to enhance data use, visualization skills, and platform engagement.
Collaborate with the project and leadership team to enhance data-driven decision-making and strategic planning through regular feedback and recommendations.
Qualifications
Bachelor's Degree in Information Technology, Data Science, Statistics, Economics, or a related field required. Master’s degree preferred.
Minimum of three years of experience in data management, visualization platform development, or IT project management within development projects or donor-funded contexts (e.g., USAID) required.
Experience in strategic data planning, visualization, and interpreting complex datasets for non-technical audiences.
Experience to engage with stakeholders, elicit requirements, and translate technical aspects into accessible formats for a diverse audience.
Advanced knowledge of database management, SQL, and data security protocols.
Knowledge of the application and use of AI tools.
Familiarity with role-based access control, permissions management, and two-factor authentication for secure platform environments.
Proficiency with Power BI, Tableau, Google Data Studio, and statistical software (e.g., R, STATA, SPSS).
Ability to respond to user feedback and adapt solutions to meet diverse data and reporting needs.
Ability to communicate technical information clearly and effectively with professionals.
Strong interpersonal skills such as communication, negotiation, representational and program/project management and coordination, time management, quantitative and analytical skills.
Strong oral and written proficiency in English is required.
