Job Title: M&E Officer

Job Summary
The M&E Officer is responsible for developing and implementing robust monitoring, inspection, and evaluation systems to ensure the project’s successful execution.
This includes tracking all project activities, expenditures, and progress toward achieving key outputs and results.
The M&E Officer will develop monitoring strategies, track indicators, and regularly assess the project’s impact and efficiency.
Based in the field, this position requires close coordination with the Senior Program Officer and project teams to ensure data-driven decision-making and compliance with program quality standards.
Key Responsibilities
Monitoring and Data Collection:
Develop and implement a comprehensive monitoring and evaluation (M&E) framework to ensure consistent tracking of project activities, outcomes, and outputs in compliance with WINN and CBM standards.
Conduct regular field visits to monitor project sites and activities within Borno state
Monitor progress towards achieving project objectives by gathering data from project sites, analyzing trends, and updating key performance indicators.
Design and conduct baseline, midline, and endline assessments to inform program adjustments and evaluate project impact.
Data Management and Reporting:
Collect, compile, and validate data from field activities, ensuring data accuracy and completeness.
Coordinate and oversee data collection activities, ensuring the timely and accurate gathering of relevant information.
Implement data quality assurance measures to maintain the integrity and reliability of collected data.
Maintain an organized database of project data, including beneficiary counts, activity logs, and indicator tracking.
Prepare timely reports on project progress, challenges, and lessons learned for submission to the Senior Program Officer and donors as required.
Evaluation and Analysis:
Lead periodic evaluations of project effectiveness, identifying key strengths, challenges, and areas for improvement.
Analyze data to assess project efficiency, relevance, and impact, providing evidence-based recommendations for improvements.
Ensure findings are shared with the project team, facilitating learning and adaptive management to enhance program quality.
Indicator Development and Tracking:
Define and develop key indicators in alignment with project goals and donor requirements.
Regularly review and update the project’s monitoring strategy and indicators to reflect project progress and context changes.
Track and report on both quantitative and qualitative indicators to capture project outcomes and impact.
Capacity Building and Technical Support:
Train project staff on data collection methods, M&E best practices, and the use of M&E tools to promote data accuracy and reliability.
Provide ongoing technical support and guidance to the project team on M&E activities, methodologies, and reporting standards.
Facilitate knowledge-sharing sessions on M&E findings to encourage continuous learning and quality improvement.
Quality Assurance and Compliance:
Ensure M&E activities comply with program quality principles, donor standards, and organizational policies.
Conduct regular field visits to monitor activity implementation, identify challenges, and verify data accuracy.
Coordinate with the MEAL team and project staff to ensure compliance with accountability mechanisms, including beneficiary feedback.
Budget Monitoring and Resource Management:
Monitor expenditures related to M&E activities, ensuring alignment with the project budget and financial guidelines.
Assist the Senior Program Officer in developing budget forecasts for M&E activities and tracking related expenses.
Collaborate with the finance team to ensure efficient resource allocation for M&E activities.
Documentation and Knowledge Management:
Document project achievements, success stories, and lessons learned for internal and external audiences.
Contribute to the development of case studies and reports to share project impact and best practices.
Manage M&E records to ensure effective knowledge management and accessibility for future project reference.
Position Requirements
Education:
Minimum of a Bachelor’s Degree in Monitoring and Evaluation, Data Science, Social Sciences, Statistics, Development Studies, Project Management, or a related field.
Experience:
At least 2 years of experience in monitoring and evaluation, particularly in humanitarian or development projects.
Proven experience in designing and implementing M&E frameworks, data collection tools, and reporting systems.
Experience in quantitative and qualitative data collection and analysis.
Skills & Competencies:
Strong analytical skills and proficiency in data analysis software (such as Excel, SPSS, or Power BI).
Excellent communication, report writing and interpersonal skills for training and capacity-building activities.
Detail-oriented with strong organizational skills for managing data and project records.
Fluency in written and spoken English and Hausa (additional local languages are an advantage).
Other Requirements:
Ability to work in a challenging field environment and travel frequently within project areas.
Familiarity with humanitarian principles, M&E best practices, and accountability frameworks.
Commitment to the organization’s values and mission, including a focus on transparency and accountability.
Previous experience with NGOs or community-based organizations in M&E roles is preferred.
Ability to work collaboratively in a diverse team environment.
Strong project management skills with attention to detail.
Knowledge of the social, economic, and political context relevant to the projects.
