Job Title: Consultant: Development of Standard Memo Templates and Training on Memo Writing for MDAs in Ebonyi State
Location: Ebonyi
Position Objectives
This intervention focuses on developing standard memo templates that will guide MDAs in crafting consistent, high-quality memos. Additionally, the intervention will include a training component to equip staff with the skills needed to write effective memos using these templates. Standardizing memo writing across MDAs will streamline communication, enhance transparency, and improve the timeliness of budget execution. The consultant will therefore, develop standardized memo templates that are tailored to the operational needs of Ebonyi State MDAs. In addition, the consultant will design and facilitate a training program to improve the memo writing skills of relevant government staff. This intervention will aim to enhance the overall effectiveness and clarity of official communications, with a focus on improving access to funds and ensuring smooth budget execution.
Position Responsibilities and Deliverables
The Consultant is expected to perform the following activities and deliver the following deliverables that are technically acceptable to State2State:
Onboarding meeting with the State2State team to review and agree on the work plan, deliverables, and timelines.
Review of existing memo templates and communication protocols across MDAs in Ebonyi State.
Develop standardized memo templates for different types of communication (e.g., financial requests, progress reports).
Review and validate the templates with key stakeholders in relevant MDAs.
Prepare training materials, including presentations, handouts, and practical examples on memo writing techniques.
Facilitate training sessions for MDA staff on how to use the standard memo templates effectively.
Finalize and submit activity and training reports, including lessons learned and recommendations for sustainability.
Reporting:
The consultant will report to the Technical Director of Public Financial Management (PFM) and the State2State Knowledge Management and Communications Consultant through the State Team Lead.
Minimum Requirements
Master's degree in Public Administration, Communications, or a related field.
A minimum of 5 years of experience in public administration, government communications, or public sector capacity building.
Proven experience in developing training programs and facilitating workshops.
Prior experience working with state governments or local governance bodies, preferably in Ebonyi State.
Experience with USAID-funded or donor-funded projects is preferred.
Strong written and verbal communication skills in English.
Fluency in a relevant local language is preferred.
Excellent organizational skills and attention to detail.
Proficiency in Microsoft Office (Word, PowerPoint, Excel).
