Damnaish Human Capacity Building Initiative (DHCBI) is a Humanitarian Non-Governmental Organization, founded in 2014 and incorporated with the Nigerian Government (Corporate Affairs Commission) in 2015 (CAC/IT/No 83231) to provide humanitarian assistance, in terms of emergency and Capacity building, social development and empowerment to eradication poverty and the fear of want. It has since its inception, been strategizing, collaborating, and interfacing with relevant stakeholders toward enhancing the individual’s ability to break free from poverty or bounce back in times of crisis.

Our society has over the years been bedeviled by insecurity, poverty, illiteracy, disease, hunger, malnutrition, lack of access to clean, water bad sanitation, human rights abuses environmental degradation as well a lack of economic opportunities, making it possible for the humanitarian crisis to thrive. DHCBI, therefore, has tailored its humanitarian services to building or restoring the capacity of individuals and communities towards rapid and quick recovery by supporting livelihoods and sustainable basic services through some articulated programs.

We are recruiting a qualified personnel to fill the position below:

Job Title: Food Security and Livelihood Manager

Location: Borno
Project Duration: 8 months

General Description and Job Brief

  • The FSL Project Manager (FSL PM) leads and directs DHCBI's Food Security and Livelihood projects in Damboa and Askira/Uba.
  • The resource is in charge of the direct implementation and development of the FSL program in accordance with the project objectives, DHCBI policies and procedures, and the WFP country strategic plan.
  • He/she is saddle with the responsibility of managing, reviewing, and prioritizing tasks wherever necessary.
  • Also, looking after risk management, stakeholder’s management and project communication management.

Responsibilities
The FSL Project Manager will:

  • Take the responsibility for achieving project results and indicators, fulfilling the contractual obligations of the projects, and ensuring timely and quality implementation.
  • Responsible for proactive and continuous improvement of project quality and relevance.
  • Lead the overall implementation of the program including supervision and management of the team implementing the FSL.
  • Provide strategic guidance, and strong leadership and ensure technically sound decision-making processes in coordination with the FSL team.
  • Utilization of lessons learned for concrete improvements in program implementation and sharing internally and externally with other partners
  • Ensure compliance with and adherence to DHCBI and WFP rules and regulations.
  • Responsible for managing the project budget
  • Responsible for defining team daily, weekly and monthly objectives, update job descriptions, and facilitate regular performance appraisal in collaboration with the HR teams.
  • Identify training needs during the appraisal process and liaise with senior Management to develop strategies for training and capacity building.
  • Produce and share high-quality reports within agreed reporting schedules.
  • Play a key role in training participants on the food voucher system and in-kind activities.
  • Supervise voucher transactions and will ensure all beneficiaries can access chosen goods without encountering any issues.
  • Ensure that program delivery happens in strict adherence to security policies and procedures.
  • Ensure contractual activities for procurements are completed on time, within budget, and with acceptable quality.
  • He/she is responsibility for the overall quality of the project(s), including regular monitoring, field visits, reporting to donors, cheering donors visits and learning.

Capacity-building and Quality Programming:

  • Carry out training and build the capacity of DHCBI staff in all aspects of cash-based and/or in-kind programming, including implementation, adaptation, monitoring and evaluation of processes.
  • Work in close collaboration with other members of the team to ensure an integrated approach to meet the other basic needs of the affected population.

External Representation:

  • Actively engage in and represent DHCBI in the Cash Working Group and Food Security and Livelihoods Sub-Sector (FSL).
  • Meet with donors in coordination with the Head of Programmes to provide regular updates on ongoing programmes.
  • Liaise and collaborate with relevant local and national authorities and stakeholders and represent DHCBI in relevant forums/cluster/working groups.

Prevention of Sexual Exploitation and Abuse:

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within DHCBI and amongst beneficiaries.

Compliance & Ethics:

  • Promote and encourage a culture of compliance and ethics throughout DHCBI. As applicable to the position, maintains a clear understanding of WFP and DHCBI compliance and ethics standards as well as adhering to those standards. Conduct work with the highest level of integrity.

Requirements
Skills, Experience, Knowledge:

  • This position demands a dynamic individual with a demonstrated ability to work hard and achieve results in a demanding, fast paced and often insecure environment.
  • At least 7 years of solid experience and a track record of success in designing, implementing, managing and monitoring cash-based/in-kind/livelihood programming in different humanitarian settings.
  • Experience with WFP Scope is a plus.
  • MSc / Post-graduate Degree in Agriculture, Economics, Development Studies or any other relevant field of study.
  • Extensive experience and demonstrated success in team management and capacity building.
  • Experience in working within budget constraints.
  • Highly developed writing skills at the programmatic level (assessment reports, proposals, guidance notes).
  • Ability to show initiative, multi-task and provide consistently high-quality output/deliverables.
  • Flexible, positive and proactive attitude is essential.
  • Strong English language writing and communication skills are required.
