Damnaish Human Capacity Building Initiative (DHCBI) is a Humanitarian Non-Governmental Organization, founded in 2014 and incorporated with the Nigerian Government (Corporate Affairs Commission) in 2015 (CAC/IT/No 83231) to provide humanitarian assistance, in terms of emergency and Capacity building, social development and empowerment to eradication poverty and the fear of want. It has since its inception, been strategizing, collaborating, and interfacing with relevant stakeholders toward enhancing the individual’s ability to break free from poverty or bounce back in times of crisis.
Our society has over the years been bedeviled by insecurity, poverty, illiteracy, disease, hunger, malnutrition, lack of access to clean, water bad sanitation, human rights abuses environmental degradation as well a lack of economic opportunities, making it possible for the humanitarian crisis to thrive. DHCBI, therefore, has tailored its humanitarian services to building or restoring the capacity of individuals and communities towards rapid and quick recovery by supporting livelihoods and sustainable basic services through some articulated programs.
We are recruiting a qualified personnel to fill the position below:
Job Title: Safety and Security Officer
Location: Borno
Project Duration: 8 months
General Description and Job Brief
The Safety and Security Officer role is to help in the management of staff safety and security of properties while working across existing and new programs of the organization.
The Security officer will discharge his/her assignment under the direct authority and technical guidance of the DHCBI Security policy document.
Regularly, the Security Officer will work with the Field Coordinators in ensuring DHCBI programs, staff and assets remain safe and secure from threats.
Responsibilities
Security Management:
Responsible for developing and overseeing the day-to-day conduct of office security programs, ensuring adequate responses to both natural and artificial security incidents.
Provide regular technical security advice to staff.
Periodically conduct security risk assessments, physical security, fire safety and office evacuation drills.
Establish an effective networking system with other key security stakeholders for information gathering and sharing on security matters.
Conduct onsite training for staff in the field of safety including personal safety, emergency evacuations, travel safety, relocation and evacuation.
Daily & weekly security updates on incidents, trends and risk mitigation.
Responsible for advising project Managers/Coordinators in their regions of the risks associated with staff working in a complex and dynamic security environment.
Liaise with other security actors in safe access to program areas.
Briefing and De-Brief:
Develop and deliver location-specific safety and security briefings for all visitors and new employees in the operating context.
Deliver security orientation on personal safety, organizations and security management.
Post-incident debrief – de-briefing staff/visitors involved in security incidents and help in psychosocial support as well as identifying medical help.
Relocation & Evacuation:
Plan for both security and medical evacuation for all locations and an develop evacuation plan including collection points, routes, etc.
Provide a contingency plan for every operation.
Staff movement oversight and support:
Travel Security Clearances: Process clearance documents for staff travelling to deep field locations.
Field movement tracking: Coordinate with logistics staff as required to support Field level movement oversight and support.
Ensure that appropriate access controls are in place for all DHCBI facilities
Conduct site assessments and advise on mitigation measures, as required.
Security incidents and data management:
Text Advisories: Draft and disseminate text advisories for DHCBI staff in the Safety Forum WhatsApp group or via SMS as required, when relevant and significant security incidents occur or elevated threat levels are reported.
Email Advisories: Draft and disseminate detailed Email advisories for DHCBI staff when relevant and significant security incidents occur or elevated threat levels are reported.
Administrative and Operational support:
Guard force management:
Manage all guard forces by ensuring standards of readiness are maintained, guard protocols are adhered to and coordination with the guard force supervisor is routinely maintained.
Ensure that guard payments and other administrative matters that have a direct impact on guard force readiness are completed in a timely manner.
Ensure that the contracted guard force maintains a high standard of guarding for all offices and residences, and when required take corrective action in coordination with the Guard force management
Daily-Weekly and Monthly Security Briefing: Responsible for compiling weekly and monthly reports for Safety Unit.
Staff briefings: Provide DHCBI staff with current contextual briefings.
Prevention of Sexual Exploitation and Abuse:
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within DHCBI and amongst beneficiaries.
Compliance & Ethics:
Promote and encourage a culture of compliance and ethics throughout DHCBI. As applicable to the position, maintains a clear understanding of WFP and DHCBI compliance and ethics standards as well as adhering to those standards. Conduct work with the highest level of integrity.
Requirements
Experience in working in a Security Unit of a Non-Governmental Organization (NGO).
Demonstrating an understanding of security strategies for humanitarian operations.
Demonstrating an understanding of the security context of North-East Nigeria.
Strong assessment, evaluation, analytics and strategic planning skills.
Ready to learn and adopt security-related technical tools, guidelines, and systems.
Ability to work under minimal supervision.
Previous experience in the military/paramilitary will be considered an advantage.
Capacity and willingness to base at DHCBI field locations.
Very good interpersonal skills, particularly in networking, and working with communities, local civil society and local authorities.
Commitment to humanitarian principles and action, and to DHCBI’s mission, values and policies
Excellent computer knowledge and skills in using Microsoft Office and Google Workspace.
