Program Description (Background)
The CORE Group Partners Project (CGPP), a USAID-funded polio eradication project, conducts community-based activities designed to strengthen supplemental polio immunization, routine polio immunization, and surveillance of acute flaccid paralysis, COVID-19, and priority zoonotic diseases in Nigeria.
The project operates through the CGPP Secretariat model, which coordinates a group of international NGOs in each focal country. Activities are implemented by individual US-based private voluntary organizations (PVOs) and local partners and overseen at the country-level by national secretariats.
The project operates through community volunteers who act as community mobilizers and promote childhood immunization, provide health education, and are active members of the community-based surveillance system. CGPP has pioneered several key polio eradication strategies including independent campaign monitoring, cross border collaboration, and the inclusion of civil society in polio eradication.
The Project Grant Analyst will be based in Abuja and be responsible for providing financial and grant management support to the project team, ensuring compliance with donor and organizational policies and procedures, and preparing and analyzing project budgets and reports.
S/he will perform sub-recipient/partner risk assessment and capacity building visits.
Scope of Work (SOW):
Support reviewing and processing contracts and amendments for partners including local partners, ensuring accuracy and completeness of documentation and alignment with donor and organizational requirements.
Monitor and track grant expenditures, income, and balances, and alert the secretariat director and deputy director of any issues or discrepancies.
Prepare and submit financial reports to donors and internal stakeholders, ensuring timeliness, accuracy, and compliance with donor and organizational standards.
Assist the deputy director in developing and revising project budgets, forecasts, and cash flow projections, and provide financial analysis and recommendations.
Ensure proper recording and allocation of project costs and maintain accurate and complete financial records and supporting documents.
Liaise with project partners, on financial matters, and provide guidance and training on grant management best practices.
Ensure financial monitoring, including site visits, to sub-recipients/awardees.
Conduct financial audits and reviews of project activities and ensure implementation of audit recommendations and corrective actions.
Identify and report any potential risks, issues, or challenges related to grant management and propose solutions and mitigation strategies.
Contribute to the development and improvement of grant management systems, tools, and processes, and ensure adherence to internal controls and compliance standards.
Support the preparation of project proposals, work plans, and reports, and provide inputs on financial and administrative aspects.
Qualifications and Skills
A Bachelor's Degree in Finance, Accounting, Business Administration with courses in accounting, or, or a qualification in accounting (CPA/ACCA or equivalent).
A minimum of five years of experience in grant management, financial management, and sub-recipient management.
Knowledge of donor rules and regulations, such as USAID, BMGF etc.
Proficiency in Microsoft Office, especially Excel, and experience with accounting and grant management software, such as QuickBooks, SAP, etc.
Excellent analytical, numerical, and problem-solving skills, and attention to detail.
Strong communication, interpersonal, and presentation skills, and ability to work effectively with diverse stakeholders.
Ability to work independently and as part of a team, and to manage multiple tasks and deadlines in a fast-paced environment.
Willingness to travel domestically and internationally as required.
