Job Title: Head of Control Room

Job Description
The Head of Control Room manages the activities of the function that serves as the central processing unit of the terminal operating system.
The incumbent will work with the representatives of various functions such as marine operations, yard operations, MHC, RTG, etc., to ensure that productivity objectives are met daily.
Key Duties and Responsibilities
Strategic Leadership:
Cascades departmental yearly goals/performance objectives into the section/unit
Coordinates with the Head of Operations in preparation of a yearly implementation plan for sectional/unit goals and performance objectives
Puts systems in place to monitor and evaluate the sectional/unit plans and progress
Provides leadership and direction for the section/unit
Ensures synergy among all the teams in the section/units
Oversees and coordinates every activity of the unit/section
Vessel Pre-Arrival Planning:
Request and receive all the required documents and plans (vessel plan) for the vessel from the planning team within the stipulated timeframe.
Follows up, monitors, and supervises all the teams (planning, yard, equipment) in the section/unit
Requests and receives the distribution of the yard operations - yard layout and allocation.
Oversees the process of yard allocation for the incoming vessel and exports plan, and barges in alignment with Ships’ schedule.
Liaises with Shift Managers to coordinate physical distributions of equipment through the managers (MHC, RTG, Plants, etc.) for vessel and yard operations ahead of vessel arrival
Planning Execution:
Liaises with the shift managers upon vessel arrival to coordinate vessel and yard operations based on initial plans
Monitors the operations from the control room and provides status reports at regular intervals
Monitors productivity by publishing productivity data for planning reviews and adjustments
Liaises with the shipping lines’ planner for information update on vessel operation and disseminates it to all teams involved
Liaises with all other teams and stakeholders during planning execution to ensure all activities are properly executed.
Evaluates the work done at the end of every shift and reconciles it with the outstanding activities at the beginning of the next shift
Checks with the shipping line’s vessel planner and the vessel chief officer to confirm if every operation is in order before the end of the vessel operations within the intervals of 3-2-1 hours
Monitors the sequence of vessel’s operations in conjunction with the shift manager and effect changes where / when it is necessary.
Post-Execution:
Reviews all operations reports (vessel, yard, and equipment report) sent by the various teams that works with the control room to ensure they are void of errors
Monitors and follows up with the Yard and Marine Analyst on delays that might exist
Team and People Management:
Attends to the welfare of team members.
Prepares monthly roster in consultation with other HODs and communicates it to relevant stakeholders for documentation.
Maximizes productivity of the team through the implementation of TICT’s performance management system.
Recommends appropriate training for team members to close performance & development gaps.
Supports the process of recruitment of team members.
Performs any other duties as required by the business.
Minimum Educational Qualifications / Certifications / Years of Experience
Minimum of HND or its equivalent in engineering, supply chain, IT, or maritime-related discipline.
Minimum of 5 years of cognitive experience in a related role.
Certificate from the standard institute of shipping and Lean Six Sigma (Green Belt).
Skills and Competency Requirements:
Knowledge of ports and terminal operations (planning, vessel, yard, equipment, examination and control room)
Knowledge of the maritime industry (especially the shipping lines)
Proficiency in Microsoft office tools, (especially MS Excel)
