Job Title: Personnel Development Manager

Scope of Responsibilities and Accountabilities
Is responsible for ensuring the HR capacity required, sizing and improving people's capabilities, contribution, and active participation in order to achieve mission goals effectively. This will be done according to MSF's human resources vision and values.
Ensure hiring of the staff, work with the Managers to identify the best strategy for each recruitment, implement the Recruitment Policy in the mission, and capacity building of hiring managers in the field of recruitment.
Draft the L&D strategy and integrate it into the HR strategy. Identify mission-critical positions and develop HR backup plans for each department to ensure continuity and preparedness for staff turnover.
Enhancement of the learning environment includes adapting and implementing a validated L&D policy, organizing awareness sessions, ensuring policy accessibility, setting up functional learning spaces, equipping them with tools, and conducting workshops for managers to identify learning gaps in their teams.
Collect and prioritize mission learning needs and support requirements, submitting them to the cell on time. Create a yearly training calendar. Develop onsite training plan based on HQ-validated needs. Plan local training initiatives and regular transversal training. Pre-identify offsite training opportunities to address highlighted gaps.
Develop and support the implementation of the induction and onboarding program in the mission according to the Onboarding Guidelines.
Organize mobility workshops to sensitize staff about career mobility opportunities within MSF. Update the mobility list based on specific criteria and submit it to the mobility unit. Facilitate the detachment process in the mission and ensure projects have sufficient plans in place to cover any gaps resulting from detachments.
Advise and support the line managers and employees in their understanding of the concepts of Performance Management and contribute to developing their competencies to implement performance management according to standards.
Travel regularly to projects to support planning, implementation, and follow-up of L&D activities, to advise on future learning and development processes & programs, and to secure connection to operational objectives.
Provide direct support (though visits, resources, training, and research) to managers, team leaders, and supervisors for learning needs assessment of the staff and on issues regarding team dynamics, communication, leadership, planning, etc. to improve the working environment of our teams.
Draft personalized development plans for key staff or talents identified in the mission. These plans should outline clear development goals, learning needs, and career growth opportunities aligned with both the mission's objectives and the individual's career aspirations.
Conduct an assessment and mapping of local and regional institutes that can provide learning solutions aligned with MSF standards and requirements.
Support the Human Resources Coordinator for the Diversity, Equity, and Inclusion Implementation.
Prepare and submit the periodic mission L&D report
Develop, adapt, and implement different Learning & Development solutions using the resources offered by the MSF L&D Unit in HQ: Tembo, scholarships, coaching, mentoring, etc.
Liaise with the Intersectional L&D team for the organization of any intersectional mission-wide training and L&D collaboration.
Fill in the Project HR Manager gap when required and any other task delegated by the Human Resources Coordinator.
Minimum Requirements
Education:
Degree in the field of HR, Learning and Development.
Experience:
Working experience of at least two years in Human resources management.
Working experience in learning and development positions will be an asset.
Desirable previous experience in MSF or other NGOs in developing countries.
